Luanda Surface Metro may start to be implemented this year

The Minister of Transport, Ricardo de Abreu, said that the project to build the Luanda Surface Subway (MSL) may be launched later this year. The subway project, which will have 149 kilometers of basic network extension, will be implemented in four phases.

Speaking at the opening of the workshop on the "Challenges and solutions for the MSL", Ricardo de Abreu explained that the construction of the metro will be carried out under a public-private partnership regime.

Cited by Angop, the Transport Minister said that "the work developed so far has allowed the establishment of two memorandums of understanding with an international partner - Siemens - covering also the technological and training component".

According to the governor, the lines to guide the project were drawn, and it is up to the Government to define the corridor for the subway track, the expropriation plan as well as the technical and operational requirements.

"The Angolan Government will be in charge of the rolling stock requirements, ticketing, type of stations, intersections with the highway, among other aspects," he explained, adding that it will also be the State's responsibility to establish a benefit scheme for private investors.

The minister clarified that the project will be implemented in four phases: the first phase of implementation concerns the connection between the Kilamba Centrality and the Port of Luanda.

The connection will extend for about 37 kilometers and will bring benefits to about three million people.

He also made it known that this first phase is estimated to cost three billion and has a deadline of 2023.

Ana Paula de Carvalho, governor of Luanda, took the opportunity to highlight that the creation of the metro will help to improve mobility and the quality of life of the population.

Also cited by Angop, she stressed that "due to the dimension of the project it is important that it becomes public knowledge so that there is a better understanding of its implementation and its real impact.

It is recalled that, after successive postponements in the concretization of the subway, the President created a committee responsible for preparing the conditions for the launch of the project.

The commission, headed by Ricardo de Abreu, includes the ministers of Public Works and Spatial Planning, Finance, Economy and Planning, Energy and Water, and Culture, Tourism and Environment.
