Government receives proposals until 30 June for the purchase of 49 percent of Secil Lobito

The Government has launched the privatization of 49 percent of the cement company Secil Lobito, the fourth largest operating in the country, and is receiving proposals until June 30, with Portuguese Secil, the majority shareholder, reiterating that it is “monitoring” the process.

In a note published on the 26th of May, the Ministry of Finance indicated that, "within the scope of the Privatization Program (PROPRIV), the Institute for the Management of State Assets and Participations (IGAPE) is hereby making public that it started the process privatization of 49 percent of the share capital of Secil Companhia De Cimentos Do Lobito, S.A., held indirectly by the State through ENCIME - Empresa Nacional de Cimentos, U.E.E.".

The Government of Luanda reported that "the privatization will be carried out through a Public Tender, in the form of Disposal of Shareholdings" and that the tender "is open to national and foreign investors duly qualified for the purpose, who must present their applications to IGAPE, from Monday to Friday, from 8:00 a.m. to 3:30 p.m., from the date of the call for tender until June 30, 2022".

Contacted by Lusa, an official source for Secil, the majority shareholder of Secil Lobito, she reiterated, as she had already done in January, that "it is following the process of privatization of the 49 percent of ENCIME in this company, considering all the possibilities of its corporate reconfiguration , under the terms of the privatization tender and the statutes of Secil Lobito".

According to a presentation published by the Angolan Ministry of Finance, Secil Lobito is the fourth largest cement company operating in the country.

"The sector has five main operators, with 85 percent of market production being held by the three largest producers (CIF, CIMANGOLA, FCKS)", he says.

Secil Lobito has a market share of 4 percent and around 100 employees, according to the same data.

On the other hand, the national market "has an annual consumption of 1.9 million tons per year, while the maximum production capacity can reach 8.3 million tons", he informed.

On its website, the Portuguese company says that its return to Angola took place in 2004, "with TecnoSecil, a company led by Secil, operating the Angolan cement factory Encime, located in Lobito".

"Two years later, TecnoSecil was renamed Secil Angola, Investimentos e Participações, SA. It currently owns 51 percent of Secil Lobito and is present in Angola with a cement mill, with the construction of a new factory being of cement. The annual production capacity is 350 thousand tons of cement", he said.

The value of the sale, according to information published by Luanda, depends on an assessment.
