Budget introduces 14 percent VAT on gambling and low tax on agricultural goods

The exploitation and practice of games of chance and social entertainment are subject to the Value Added Tax at the rate of 14 percent, according to the proposal of the General State Budget (OGE) for 2021.

The preliminary version of the document, consulted by Lusa, also brings news regarding VAT on imports of agricultural goods and products, including animals, seeds, fertilizers and tractors, which drops from 14 to 5 percent.

According to the proposal, the Simplified Regime of Value Added Tax is created, which includes taxable persons who in the previous 12 months have had a turnover or import operations equal to or less than 350 million kwanzas.

The taxable persons of the simplified regime will have to calculate the tax due monthly by applying a rate of 7 percent on the turnover related to non-exempt transactions, including advances or advance payments, with the right to deduct 7 percent of the total tax borne.

Taxable persons in the simplified regime who purchase services from non-resident providers, pay the tax at the rate of 7 percent on the value of the service actually paid.

Taxable persons under the simplified regime may request the repayment of the credit in their favor, pursuant to the regulation of the Code of the Value Added Tax Code, and natural or legal persons whose turnover or operations are excluded from the scope of VAT of importation is 10 million kwanzas or less.

The OGE proposal for 2021 also brings changes to the customs tariff.

The goods dispatched by the post office through courier or express cargo operators, or contained in travelers' personal luggage, are exempted from the dispatch procedure and payment of customs duties and fees due for the provision of services, provided that they are considered to be goods in use. personnel, transported in small quantities and which do not exceed 880 thousand kwanzas per shipment or per traveler.

Goods with a value between 880 thousand and 1,320 thousand kwanzas are subject to the simplified dispatch procedure.

Customs debts will also be able to be paid in installments, according to the rules provided for in the General Tax Code, "in cases where there has been a customs clearance procedure for imported goods with deferred payment of duties and other customs charges, as well as in cases where additional tax resulting from post-import audit processes is determined ".

The OGE 2021, delivered on Friday at the National Assembly, includes estimated revenues of 14.12 billion kwanzas and expenses fixed in the same amount for the same period.
