CNE urges commissioners to “not interfere” in material acts of voter registration

The president of the National Electoral Commission (CNE) urged this Wednesday the electoral commissioners to "not interfere in material acts" of the unofficial and in-person electoral register and that their action should focus "only on monitoring the process".

This monitoring of the electoral registration process, especially in person, "should not be confused with interference in material acts", said Manuel Pereira da Silva, adding: "As if we were the organizers of the official and in person registration".

"It must be carried out with follow-up through observation visits to the places of operation of the BUAP [Single Counter Service to the Public], in the face-to-face registration phase and wait for the reception of the periodic reports on the electoral registration operations, to be provided by the central and local administration of the State," said the official.

The president of the CNE, who spoke this Wednesday at the opening of a national meeting on "Supervision of In-Person Electoral Registration and Electoral Civic Education", also considered that, "in no case", the supervision of in-person voter registration should focus on the Identity Card Database.

Perfecting the mechanisms for supervising the electoral registration in person, with the aim of standardizing the methods and criteria of the action of the CNE in monitoring the process of registering electoral in person, followed by the functioning of the BUAP, are among the purposes of this meeting.

Gathering information on electoral civic education with a view to preparing the general elections scheduled for 2022 was also one of the objectives of the event, as emphasized by Manuel Pereira da Silva.

The unofficial electoral registration in Angola began on September 23 and is being carried out in 84 BUAPs, spread over several Angolan provinces, where citizens use their Identity Card to process their citizen's card.

This process, which runs until March 2022, in Angola and abroad, is directed by the Ministry of Territory Administration.

The in-person voter registration and the functioning of the BUAP and the supervision of the in-person voter registration were some of the topics discussed at this meeting, which brought together, in Luanda, CNE members, presidents of the 18 provincial electoral commissions and other officials.
