PGR warns parties to “assume responsibilities” with list delegates

The Attorney General's Office (PGR) warned this Wednesday political parties to "assume their responsibilities" with the list delegates, who demand the payment of subsidies, and urged the complainants to make use of legal mechanisms.

Delegates on the list, mainly from the National Patriotic Alliance (APN), National Front for the Liberation of Angola (FNLA), Social Renewal Party (PRS) and Broad Convergence for the Salvation of Angola – Electoral Coalition (CASA-CE), demand payment of the their allowances after working in the August 24 general elections.

The protests are mainly registered in Luanda, where this Wednesday the national headquarters of CASA-CE, in the center of the capital, was vandalized by the list delegates demanding the payment of their subsidies.

The PGR said it was aware of the successive manifestations of discontent, accompanied by acts of vandalism by citizens who served as delegates on the list of polling stations, assigned to some parties.

According to the PGR, some disgruntled citizens have lodged a complaint with the Criminal Investigation Service and the Public Prosecutor's Office and "investigative procedures have been opened to investigate the nature and responsibility of the acts carried out by the various actors".

Considering the dimension and "the negative impact on public order" of the behavior, the PGR "warns the protesters that they must use the legal mechanisms available to claim their legitimate rights".

"Under penalty of liability for the various crimes likely to be committed in these violent demonstrations", the note reads.

The fiscal body of legality also warned those responsible for political parties to "assume responsibly" the commitments arising from their electoral campaign, "taking into account that non-compliance could lead to various kinds of responsibilities".

"Still in this context, it is important to remind political parties that they have the obligation to report to the competent State bodies on the regular use of public financial resources granted to support the electoral campaign", the note also refers.

Protests by list delegates have already contributed to the arrest of some protesters in the last week.

The president of the National Electoral Commission (CNE), Manuel Pereira da Silva, released on Monday the final tabulation minutes of the August 24 general elections, which proclaimed the MPLA and its candidate, João Lourenço, as winners with 51,17 percent of the votes, followed by UNITA with 43.95 percent.

With these results, the MPLA elected 124 deputies and UNITA elected 90 deputies, almost double the 2017 elections.

The PRS won two seats in parliament with 1.14 percent of voters' votes, the same number of deputies won the FNLA and the Humanist Party of Angola (PHA) with 1.06 percent and 1.02 percent of votes, respectively.

CASA-CE, APN and P-Njango did not obtain seats in the National Assembly, which in the 2022-2017 legislature will have 220 deputies.
