Luanda Metro is “off the drawing board” with construction work scheduled to begin in 2025

Construction work on the Luanda Surface Metro (MSL) will begin in 2025 and will initially cover a 60-kilometre route, according to the capital's mobility improvement programme, approved by presidential decree.

The Program for the Improvement of Urban Mobility in Luanda (PRO-MMUL), approved by decree on August 1st, and consulted this Friday by Lusa, establishes immediate projects for 2024 and others for 2025.

According to the decree signed by President João Lourenço, the program will be implemented in two phases, namely, “mature projects” with conditions for immediate start, in 2024, and projects that still require further studies and financing conditions, registered for 2025.

For 2025, PRO-MMUL includes the contract, supply of equipment, signage and inspection of the MSL, an infrastructure that covers a total of 149 kilometers and is estimated at 1.9 billion dollars.

The construction of the MSL, the first phase of which comprises 60 kilometres of the Fidel de Castro Zona Verde Sequele route and the ZEE/Aeroporto Internacional António Agostinho Neto branch line, will begin next year, with engineering projects to be developed in 2024.

Among the projects to be started immediately are the fencing of 45 kilometres of the Bungo – Aeroporto Internacional railway section, the development of the urban bus transport system for the Estalagem/Kilamba/KK5000 section and the construction of five overpasses, with financing already available from Standard Chartered Bank.

PRO-MMUL recognises that Luanda faces serious mobility problems, particularly due to the high demographic growth and movement that have had a strong impact on the economic and social development of the resident population, over 10 million inhabitants.

This programme plans actions to be carried out up to 2030.
