China says debt negotiation with Angola has been “friendly”

The Chinese ambassador to Angola said, this Friday, that the debt negotiation between Beijing and Luanda has been "friendly".

Zhang Bin, who took office on February 23, added that countries need loans to develop and that, to resolve debt issues, they must resolve development issues.

The statements were made during a press conference in Luanda, where he spoke in the aftermath of President João Lourenço's visit to China last week.

"In fact, some African countries have difficulty paying their debts and China pays attention to this issue", he highlights, adding that China offered, in 2020, a debt moratorium to the most vulnerable countries and signed debt reformulation agreements with several countries.

During João Lourenço's visit, new terms were negotiated for the payment of the 17 billion dollars that Angola owes to China and which makes the country the largest African debtor to Asians.

The Minister of State for Economic Coordination, José Massano, said on Sunday in Shangdong that the agreement does not involve a moratorium, but rather a "refoundation of the reimbursement mechanics", which involves a reduction in the guarantee reserve associated with the installments.

Zhan Bing stressed, this Friday, that China does not make "demands or pressure" in terms of debt and that negotiations between Angola and China in this area have been "friendly", leading to the suspension of payments in 2020 and now to "debt harmonization", through a mechanism that optimizes debt service.

"This harmonization adjustment brought together consensus on both sides and is a reasonable and satisfactory resolution that provides a solid basis for future China-Angola cooperation", highlighted the diplomat.

Asked about the legal cases involving the China International Fund (CIF) and former top Angolan leaders, such as Manuel Hélder Vieira Dias Júnior "Kopelipa" and Leopoldino do Nascimento Fragoso "Dino" and the former vice-president and former boss from Sonangol Manuel Vicente, who allegedly embezzled millions of dollars from the state oil company through business with CIF, said that the company was founded and registered in Hong Kong and its investments in Africa have nothing to do with the Chinese Government.

"It's a private company", he reinforced.

According to Zhang Bin, China and Angola signed a global strategic cooperation partnership after this visit, evolving to a higher level of relations between the two countries.

The visit resulted in the signing of 12 new bilateral cooperation agreements, among which the trade and investment sectors in the areas of agriculture, industry and mineral resources stand out.

The ambassador also mentioned that, in accumulated terms, Chinese companies have already invested around two billion dollars in Angola and expressed the intention of deepening intercultural ties, as in recent years "more progress has been made" in economic and commercial relations and policies.

"Around 50 thousand Chinese work and live in Angola, but there are not many Angolans there, my mission is to make efforts to improve this situation", stressed the diplomat.
