Unemployment benefit out of government accounts for now

The unemployment benefit is one of the Government's concerns, but it is not yet possible to proceed with its attribution, since the Mandatory Social Protection System is dependent on contributions from workers and employers and also on investments made.

The information was provided by Pedro Filipe, Secretary of State for Labor and Social Security, who clarified that the system in Angola is different from what happens abroad: in Angola, the Mandatory Social Protection System only resists with what it collects, while in In other countries the Social Security Institute is also subject to ordinary Treasury revenues.

Cited by Jornal de Angola, Pedro Filipe made it known that the contributory base has around two million registered workers. However, according to data from the National Statistics Institute, more than ten million people work in the labor market.

The numbers thus indicate that the country has around eight million citizens who are active, but who are not included in the Compulsory Social System.

One of the alternatives to go ahead with the unemployment benefit would be to increase the social security contribution rate: "If we have to go ahead with the unemployment benefit, the only possible ways will be to increase the social security contribution rate, the most lowest in the world, with three percent for workers and eight percent for employers", he considered.

The Secretary of State also indicated, as another hypothesis, the use of other revenues. However, he highlighted that this alternative is not, for now, sustainable.

The official also mentioned a third alternative, which involves displacing informal workers in order to expand the contributory base and thus implement the unemployment benefit, writes Jornal de Angola.

He also took the opportunity to mention the creation of the voluntary social insurance scheme, which aims to support workers who are not obliged to pay the general contributory scheme.
