Informal market will gain a voluntary social insurance scheme

The National Institute of Social Security (INSS) will create a voluntary social insurance. According to information provided by Pedro Manuel, Secretary of State for Labor and Social Security, the scheme will be aimed at the informal market, as a way of supporting workers who are not obliged to pay the general contributory scheme.

This insurance, which concerns an optional contributory scheme, will operate in the same way as the general Social Security scheme. That is, taxpayers monthly deduct part of their salary and, in return, are protected in more delicate situations.

Cited by Angop, Pedro Manuel explained that the idea emerged with people who are not obliged to pay the general regime in mind, with a view to supporting these workers in more fragile situations.

Taxi drivers, street vendors and other economic activities will be covered by this regime, writes Angop.

The Secretary of State explained that as the regime is optional, "people who meet the conditions to access this support instrument can thus choose whether or not they want to pay for an assistance regime".

He also made it known that although the scheme was created for people in very particular scenarios, contributions can prevent the absence of social support in illness, disability and old age.

Speaking during a briefing by the Ministry of Public Administration, Labor and Social Security, the official took the opportunity to inform that in 2020 the social protection regime for employees was set at 2,053,848, having grown to 2,127,405 last year.

Regarding self-employed workers, in 2020, 3337 were covered, having increased to 5513 last year. Domestic workers went from 5949 in 2020 to 6418 in 2021.
