Operator ICTS contests delivery of Port of Luanda terminal to DP World

The operator International Container Terminal Servisses (ICTS) presented, at the Supreme Court of Angola, two injunctions challenging the delivery of the management of the Luanda Port terminal to DP World, a Dubai-based multinational, it was reported Wednesday.

According to Valor Económico, ICTS referred in its appeal to "serious breaches" committed by the concession evaluation commission and requests the court to "restore the genuine terms of the tender valuing, in full, the bids of the competitors and awarding the terminal concession to the best ranked".

In question, according to ICTS, is the change of criteria throughout the tender that allowed the Dubai company to raise the ranking.

Contacted by Lusa, a government source said that the Ministry of Transport has not been notified about the injunction.

The tender had nine competitors. Five were selected in July 2020 and three presented proposals that were analyzed by the evaluation commission.

The contract with DP World provides for the concession of the management of the terminal until 2040, a deal that includes an overall agreement of US$1 billion, over the 20-year concession period, and starts with payment of US$150 million to the state for this concession, with the Port of Luanda expected to handle an annual movement of 700,000 containers.

At the contract signing, on January 25, the Minister of Transport, Ricardo Abreu, noted that the international tender was conducted in a rigorous and transparent manner, despite "some voices that were raised calling into question the smoothness of the process.

The Secretary of State for the Civil Aviation, Maritime and Port sectors, Carlos Antão Borges, reinforced the idea, highlighting the procedures adopted: "All the companies that were invited were subject to a previous 'due diligence'. The rules are the same for everyone, there are no shortcuts, no easy paths, there is transparency and rigor, for those who like it, it is because we are being professional, for those who do not like it there will be other opportunities, but they will have to do better.

"The rules are created and from now on this is how it is, this is how we defend the interests of the Angolans. We are transparent and we are looking for the best partners to work in Angola," added the same official.

Dubai Ports World is a logistics multinational from the United Arab Emirates with headquarters in Dubai and specializes in cargo logistics, port terminal operations, maritime services and free zones.
