President appoints Vítor Hugo Guilherme to new Planning portfolio

This Monday, the head of State appointed Vítor Hugo Guilherme to the position of Minister of Planning, four new Secretaries of State for his Government and a new Secretary of the President for Economic Affairs.

João Lourenço, in a presidential decree, appointed Vítor Hugo Guilherme to the position of Minister of Planning, when on 13 December 2023 he had been appointed Minister of Economy and Planning, replacing Mário Caetano João.

It should be noted that, through a presidential decree, dated January 19th – published in Diário da República and cited by Forbes África Lusófona – the President of the Republic decided to end the Ministry of Economy and Planning and create the Ministry of Planning.

Among those nominated this Monday is Augusta de Carvalho Gando Frederico Fortes who will take over as Secretary of State for Commerce and Services, a new development in the Ministry of Industry and Commerce, with Luís Kondjimbi Kaíca Epalanga being the new Secretary of State for Planning.

Ivan Emanuel Marques dos Santos was appointed to the position of Secretary of State for Public Investment, a position previously held by Juciene Clara Daniel Cristiano de Sousa, who moves to the Secretary of State for the Budget.

Milton Parménio dos Santos Reis, at the time Secretary of State for Planning, was appointed to the position of secretary of the President of the Republic for Economic Affairs.

The President, in another decree, ended Lello João Francisco's term as president of the board of directors of the Private Investment and Export Promotion Agency (AIPEX) and appointed Arlindo das Chagas Rangel to replace him.

The head of State, "always for the convenience of service", notes the press release from the Press Secretariat of the Presidential Palace, also declared the mandate of the entities that make up the board of directors of the Angola Customs Warehouse (EAA) to have ended.

Eduardo Júlia de Almeida Machado, dismissed from the position of president of the EAA board of directors, Santos Augusto Mussamo, from the position of executive administrator, Carlos Filomeno de Martinó dos Santos Cordeiro, executive administrator, and Laureano Rebelo Aragão and Madaleno do Rosário da Costa of the positions of non-executive directors.

Meanwhile, Adriano Pereira de Carvalho Júnior (president of the board of directors), Francisco Manuel Massango and Tuneka Lukau were appointed to join the EAA board of directors as executive directors.

The Angola Customs Warehouse will be the new operator of the country's Strategic Food Reserve, which is in the restructuring phase.
