According to a statement obtained by VerAngola, the government says the infrastructure aims to "strengthen the healthcare network in the country's new political and administrative divisions and ensure greater healthcare coverage for local populations."

The measure is already included in Presidential Order No. 207/25, of August 14, which also provides for the construction of studio and one-bedroom accommodations for healthcare professionals assigned to these hospital units.

According to the document, the contracts include the design, construction, and supply of hospital equipment, budgeted at 75.9 million euros for Cazombo Hospital (88.6 million dollars) and 89.8 million euros (104.8 million dollars) for Mavinga Hospital.

To ensure project execution, construction inspection services are also included, valued at 3.7 million euros (4.3 million dollars) for Cazombo and 4.4 million euros (5.1 million dollars) for Mavinga.

The order is part of the 2023-2027 National Development Plan and aims to reduce asymmetries in access to public health, ensuring proximity and quality services for local populations, the Executive stated.
