"It's not the MPLA's culture to share power with the citizen and even less with the opposition because it thinks that without being in the state it won't survive," he said.
Luís Gimbo, director of the Angolan Institute for Electoral Systems, said that before the local authorities can take place, other actions involving the country, including political parties, should be carried out.
