Advance advance payments in the country, planned for this year

Most members of the Council of the Republic considered that there are no conditions to carry out the first municipal changes in Angola, as was planned for this year, “due to the lack of conditions”.

According to the spokesperson for the structure that was meeting this Tuesday, Rosa Cruz e Silva, the municipal updates will be carried out when the conditions for that purpose permit.

The document that emerged from the extraordinary meeting of the Council of the Republic held to analyze the impact of covid-19 in Angola, referring to the ongoing preparation and organization of municipalities.

In his turn, the Minister of Territorial Administration and State Reform, Marcy Lopes, said that the process of preparing the changes comprises a wide range of acts that must be harmonized.

"For this process of implementation of local authorities to take place effectively, they compete on several elements: the first was called a municipal legislative package, eight laws were approved and then there is another component, which is the official electoral registration", he said.

Marcy Lopes informed that at this moment the connection is being made between the database of older citizens and the database of the identity card, in order to relate each voter to a specific autarchy, within the framework of the Integrated Plan of Intervention in Municipalities (PIIM).

The official also pointed out the training of human resources and the process of administrative deconcentration in the list of tasks yet to be carried out.

"In global terms, there are several tasks that are being implemented by the executive," he said.

For Marcy Lopes, "you will be warned when trying to define a 'timing', defining a series of assumptions so that this process is effectively realized".

"When granting to say that in ten months we will hold local authorities, it is more prudent to say that we will continue the process of creating these conditions and as soon as all of them should be elevated, allowing the President of the Republic to call legal", he said.

According to Marcy Lopes, setting a date for carrying out the changes without all the approved laws, there is a risk of "incurring a situation of non-compliance with a deadline that was established, without taking into account that, due to the existing limitations currently with the pandemic (covid-19) and the limitations defined by the (sanitary) fence, they prevent many of these tasks from carrying out in a space of time that is adequate and expected for all ".

At the opening of the meeting, President João Lourenço considers that, although there is consensus on the need to establish local autarchic power, by means of legal support, the truth is that they have not yet been achieved.

João Lourenço recalled that in March 2018, at a meeting of the Council of the Republic, the intention was to hold municipal councils this year.

"We recognize all the effort made by the National Assembly to approve part of the municipal legislative package, but, without necessarily pointing the blame, we agree that not everything is done, the work is not yet finished," he said.

For João Lourenço, it is not possible in a democratic and legal state to carry out any type of updating without legal support.
