Council of the Republic approves administrative changes for 20 provinces and 325 municipalities

The Council of the Republic of Angola agreed with the initiative to change the country's Political and Administrative Division (DPA) to 20 provinces and 325 municipalities.

The decision was made this Friday at the meeting of this collegial body and in consultation with the President of the Republic, João Lourenço.

Rosa Cruz e Silva, spokesperson for the organization and who presented the final communiqué of the meeting, noted that the Council spoke in favor of the subdivision of the provinces of Moxico and Cuando Cubango.

In this way, the province of Moxico will be subdivided into two, becoming the province of Moxico, with headquarters in Luena, and the province of Cassai-Zambeze, whose headquarters will be Kazombo.

Cuando Cubango will also be subdivided into two, with Cuando, based in Mavinga, and Cubango with headquarters in Menongue.

These two new provinces join the 18 already existing, totaling 20 provinces.

According to Rosa Cruz e Silva, the Council of the Republic of Angola was also in favor of the proposal to elevate communes and urban districts to the category of municipalities throughout the country, totaling 161 new municipalities that join the current 164.

The body recommended that the executive approve an implementation strategy in the new DPA and create conditions for training human resources and infrastructure for the new administrative entities.

The DPA proposal, which also provided for the division of the provinces of Cuanza Norte and Uíge, was the target of public consultation and also criticism from opposition political parties and civil society, which defended the implementation of local authorities as a priority.

The Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, said, at the meeting, that the document must still be considered by the National Assembly.

He noted that the new DPA, which aims to "bring State services closer to the populations", should come into force in 2025 and that the State Budget for that year, which will be approved at the end of 2024, should already include funds for the 20 provinces and the 325 municipalities.

He also assured that the creation of essential conditions in the new territorial spaces must happen gradually in 2024.

The Council of the Republic, the President's advisory body, is made up of the Vice-President of the Republic, President of the National Assembly, Attorney General of the Republic, leaders of parties with seats in parliament, members of the Government and other personalities invited by João Lourenço.
