Doctors on strike for a week with no agreement in sight

The doctors' strike has been going on for a week, without the parties reaching an agreement, said the secretary general of the National Union of Doctors of Angola (Sinmea), Pedro da Rosa.

Speaking to Lusa news agency, the union leader said that the strike continues and they continue to wait for the Government to call them back to sit at the negotiating table.

"So far there is nothing and our strike continues and tomorrow (Wednesday) we will hold a vigil in protest against the inclusion of new doctors in violation of the strike law that prohibits such an attitude, and the strike continues until negotiations resume and come to an agreement", he stressed.

According to Pedro da Rosa, after the last meeting of doctors, there was no new meeting between the parties, noting that, on Monday, the president of Sinmea, Adriano Manuel, was at the Ministry of Public Administration, Labor and Social Security in an attempt to the ministry defends its position, which is one of the points of the claim list.

The list of claims, submitted to the employer last September, presents as its first point the immediate replacement of Adriano Manuel, compensation for the damage caused by his transfer to the Ministry of Health's human resources and the nullity of the disciplinary process against him.

At issue is a disciplinary proceeding brought against Adriano Manuel, a pediatrician, for reporting to the press the death of 19 children out of 24 in the emergency room of the Pediatric Hospital David Bernardino, having as a consequence been transferred to the Human Resources department of the Ministry of Health, justified by the need for staff mobility.

On the appeal of the Minister of Health, Sílvia Lutucuta, for them to return to work, requesting a period of 90 days for the executive to respond to the doctors' financial demands, Pedro da Rosa said that "this is not how it is done" .

"The ministry has a headquarters and must use its offices, that is, notify the union and the union correspond and we return to negotiation, that is what must be done. Now, go to the social media or the media and do it this appeal does not resolve," he stated.

Urged to comment on the association that has been made of this claim by doctors with political issues, the secretary general of Sinmea downplayed the fact, stating that "this policy is old".

"Our party is really about health, it's the national health system, our focus is on our patient and that's why. This is an attempt just to divide, to better reign, in fact, this is not a current position, since the union was created in 2018, this has been done," he said.

"They already thought that we were from CASA-CE, today CASA-CE is almost without expression, now UNITA comes, because it's at the top, it's just to divide it up to better reign," he added.

Pedro da Rosa said that, despite the strike, the services required by law continue to be provided, with care for critically ill patients, emergency rooms, hemodialysis and intensive care.
"The rest, whenever necessary, we provide assistance, but there are no critical situations, from the visit we made to hospitals, the banks are even calm," he pointed out.

The health minister, in statements released by public radio, said she was open to dialogue, calling for calm and for them to return to their seats. "That they don't feel hurt by the military or by our colleagues who are being hired, we need to strengthen our services", said Sílvia Lutucuta.

The government official said that the executive is working to improve conditions and the 90-day deadline is "to see the financial issues".

In addition to the issue of relocation of the union president and salary increases, doctors also demand improvement in working conditions in primary, secondary and tertiary health units, among other issues.
