Vera Daves: Angola works with “responsible debt” due to still insufficient tax revenue

The Government promised to work with “responsible debt” to deal with projects and infrastructure such as road construction and energy and water supply, due to “insufficient” tax revenue.

"While tax revenue is not sufficient to allow us to put these projects and infrastructures (water, energy, roads) at the service of citizens, we need to get into debt," said Finance Minister Vera Daves, who added that the country's public debt stock as of 30 September stood at 58.8 billion kwanzas.

"We need to be responsible with this debt, we need to seek the least burdensome options possible for managing the treasury now and in the future," she said.

The minister, who was speaking in parliament, where the 2025 General State Budget (OGE) proposal was approved in general terms, considered that the ideal scenario for curbing the country's debt "is and will always be having sufficient tax revenue to honour our commitments at all times".

"This is the best scenario," she insisted, asking society for understanding regarding the administration's actions to broaden the tax base.

According to the minister, the Government has, in some cases, stopped using some financing and, as a result, opted for a "tighter" treasury management, so as not to take out financing at excessively high rates, to the detriment of some expenses.

"Precisely so that we can be consistent with this commitment to responsible borrowing", she stressed, noting that the country's public debt stock up to 30 September last year stood at 58.8 billion kwanzas.

The 2025 State Budget proposal estimates revenues and sets expenses of the same value, 34.63 billion kwanzas, and foresees a high debt service that will absorb almost 50 percent of budget expenditure, totaling 16.5 billion kwanzas, of which 12.45 billion kwanzas are earmarked for debt repayment.
