Government approves regulation to create free zones

The Economic Commission of the Council of Ministers approved the regulation of the Free Zones Law, an investment support instrument that aims to guarantee a “simplified and operational environment” for investors.

According to a statement from the Council of Ministers, the diploma is in line with "international standards favorable to investment" and with the National Development Plan (PDN) 2018-2022, with particular emphasis on the Program to Support Production, Export Diversification and Substitution of Imports (Prodesi).

The meeting also approved changes to the legal framework of the National Network of Logistics Platforms to create a legal framework that is more favorable to improving the country's logistical conditions.

The changes aim to redefine aspects related to the logistics platforms and respective interconnection network, preferential concession model and the criteria for prioritizing locations, as well as reducing bureaucracy and simplifying the concession procedure.

The creation of the Regulatory Agency for the Certification of Cargo and Logistics of Angola (ARCCLA) was also approved, whose mission is to regulate, supervise and supervise logistical activities, as well as freight traffic operations by sea, land and air.

Within the scope of this diploma, the National Chargers Council (CNC) is extinguished, and its personnel and assets are transferred to ARCCLA.

Documents in the areas of public finance were also approved, namely the report on the execution of the national treasury financial programming for the third quarter of 2020 and the execution balance of the 2018-2020 PDN for the period from January to September this year.
