Carolina Cerqueira, who opened the plenary session of the IPU assembly, with a general debate on "Parliamentary Actions for Peace, Justice and Strong Institutions", considered this topic current and of great importance in the international geopolitical context.

According to Carolina Cerqueira, the issue of peace, justice, strong institutions that can respond to the challenges and joint action of parliamentarians and all men and women imbued with political will to improve the world has never been more important than now.

The president of parliament stressed that war, armed conflicts and military clashes have been constantly increasing in the world.

"We think that this meeting in Luanda should serve as a podium for us to condemn warmongering actions of any kind, which lead to the decimation of people, and especially vulnerable children, which lead to the destruction of infrastructure, which lead to inciting hatred, mistrust, intolerance", she highlighted.

For Carolina Cerqueira, this is the spirit that must exist in debates, in the search for solutions, in the search for consensual solutions "and not in pointing the finger at one party or party", because everyone is present to make the language of peace prevail, of dialogue, understanding and coexistence".

"Issues linked to justice, to strong institutions, are above all linked to and focused on the parliaments where we carry out our action. Strong, interventionist parliaments, which are able to provide answers to the most pressing questions of our time", she stressed, highlighting the issue of equity on the agenda of parliaments, with encouraging figures in many parliaments.

Carolina Cerqueira highlighted the role of the Angolan parliament in the conflict in the east of the Democratic Republic of Congo (DRC), which is "in a latent situation of evolution, because the agreements that were previously established are not being fulfilled".

"It was in this parliament that we, in a solidarity action, gave legislative authorization for Angola to send troops to DRCongo, to quarter the negative forces, which create instability, disorder and crimes of various kinds against people's fundamental rights. Unfortunately, there are delays in the calendar, the Angolan troops have not yet arrived, they will monitor the barracks of the armed forces", she informed, stating that the involvement of the Angolan parliament in peace issues is very active.

In addition to DRCongo, the Angolan parliament has been monitoring the situation in northern Mozambique, in Cabo Delgado, "very closely", highlighted Carolina Cerqueira.

"It has been another concern of Angolan parliamentarians and we also gave legislative authorization for Angolan troops to carry out training and military training in this area. We are concerned about other situations that arise in the world and that lead to instability, social inequality, as it is mainly the most vulnerable populations that suffer clashes and the effects of armed conflicts", she said.

The issue of strong parliaments is linked to transparency, monitoring the use of financial resources, the president of the National Assembly also addressed.

In turn, the outgoing president of the IPU, Duarte Pacheco, said that peace, justice, security, tolerance are words that must be repeated "until exhaustion and until they are absorbed by everyone".

"And Angola is the champion of these values, and that is why we are in the right place to speak. The great role of President João Lourenço and Angolan leaders, from the Angolan parliament, in creating situations of peace on the African continent deserve our greatest respect and thanks", praised Duarte Pacheco.
