Adalberto Costa Júnior, who made a statement to the press this Tuesday about the current functioning of the national Intelligence Services, said that the attack also extends "to all those identified as opponents of the current regime".

"This is a 'task force' that came to feed the production of most of the 'fake news' that circulates in the public space, with which it harms both institutional and personal relationships, once again spreading hatred among Angolans", stressed the leader of the National Union for the Total Independence of Angola (UNITA).

According to the president of UNITA, these offices act "in a triumvirate with already known similar bodies that operate in the orbit of the Presidency of the Republic and the propaganda department of the party in power [Movimento Popular de Libertação de Angola (MPLA)]".

For this 'task force', said Adalberto Costa Júnior, "several individuals, well-known 'opinion makers' and journalists were recruited in exchange for luxury cars and homes in high-end condominiums".

"Such 'opinion makers' pay homage to the regime with interventions in the public media and other regimented media, from which they dedicate themselves to victimizing the MPLA, attacking the genuine opposition and democratic civil society", he added.

Adalberto Costa Júnior considered that "these methods are, in general, faithfully modeled on systems and models of 'intelligence' practiced by countries with totalitarian and repressive regimes that the civilized and organized world abandoned long ago".

According to Adalberto Costa Júnior, the Angolan Intelligence Services act outside of what is established by the Constitution, laws and republican ethics, considering that, "under no circumstances", the actions of this security body can jeopardize the rights, freedoms and guarantees of citizens, constitutionally enshrined and/or protected.

The president of UNITA argued that it is urgent to bring the functioning of these important bodies to the normal functioning of the Angolan State into law and law, as their actions "often deviate from the object and scope of their mission".

Among the various methods used by the Angolan intelligence services, Adalberto Costa Júnior cited the illegal and permanent surveillance exercised over political figures and party-political formations in the opposition, "becoming, in numerous cases, quite aggressive and invasive", as well as the surveillance of citizens, in general, often without apparent cause, carried out through physical observation, e-mail investigation or telephone tapping.

For Adalberto Costa Júnior, the imperative reform that is required of the country's Intelligence Services must make the National Assembly competent to supervise, in a specialized way, this sensitive and essential segment of the State's functioning, while the executive is responsible for its strategic guidance, tactical and operational.

The leader of UNITA reinforced that the Constitutions of the most democratic countries safeguard the entire system, with the establishment of bodies to effectively monitor the functioning of secret services, which are generally parliaments, with real powers to verify and ensure that rights are not violated. civic rights and the freedom of citizens.

In the Angolan reality, highlighted Adalberto Costa Júnior, the supervision of the activities of the country's Secret Services would be the responsibility of the 2nd Defense, Security, Internal Order, Former Combatants and Veterans of the Country Commission of the National Assembly, but, he said, "the reality is that this mission has not been carried out".

"The issues relating to this subject are not specified in any regulations in the National Assembly, where everything is very vague and superficial. Furthermore, the lack of depth is guaranteed by the usual recourse to 'higher orders' to which such matters generally obey", he stressed.
