Luanda court orders seizure of real estate by construction company Jefran

The Luanda Provincial Court ordered the seizure of a property belonging to the construction company Jefran, which is under suspicion of a scam involving around 400 customers, according to documentation to which Lusa had access.

The arrest is aimed at an urban building located on Via-Expressa, in Luanda, within the scope of a precautionary measure requested by the Public Ministry, representing the collective of consumers (customers of the company Jefran Engenharia e Construção Civil).

The company, owned by businessman Francisco Silva, is accused of having circumvented more than 400 Angolan families, in values ​​of around three billion kwanzas.

In June 2019, the National Institute for Consumer Protection (Inadec) filed a criminal complaint against Jefran, for strong evidence of fraud by fraud, abuse of trust and money laundering.

Along with the complaint, the consumer protection agency filed a precautionary measure with the Provincial Court of Luanda and filed a public complaint with the Attorney General's Office on the same date, for breach of contract and violation of consumers' economic rights.

The company Jefran signed contracts for the sale of houses in the prepayment and resolvable income regimes, between 2010 and 2017.

Earlier this month, businessman Francisco da Silva, quoted by Jornal de Angola, declared that he has debts of 95 million kwanzas and unresolved disputes with 103 customers, after paying reimbursements to 150, a number that is contested by the injured parties.

The businessman said he also had losses of 58 million dollars, due to a series of problems, including the covid-19 pandemic, administrative and financial issues, land conflicts, the exchange rate situation and difficulties in purchasing construction materials. in the country.

Francisco da Silva said he had 200 houses ready for delivery and considered customer complaints “fair” due to the delay, which “caused impatience”.
