IRSEA, in a statement VerAngola had access, says it is with "great regret and consternation" that it announces the death of Luís Mourão Garcês da Silva.
"The Electricity and Water Services Regulatory Institute (IRSEA) announces, with great regret and consternation, the death of Luís Mourão Garcês da Silva, Chairman of the Board of Directors, which occurred today, July 9th, in Portugal, due to illness," the statement reads.
The members of the Board of Directors and employees of the institute pay "tribute" to the Chairman and join in "his family's grief."
"The members of the Board of Directors and employees of IRSEA pay heartfelt tribute to Engineer Luís Mourão and join in the grief of his family," the condolence note continues.
The Luanda Provincial Football Association (APFL), through its Futsal coordination, also expressed its "deep sorrow" in a statement of condolence regarding the passing of the IRSEA CEO.
"Engineer Mourão, as he was affectionately known within the futsal family, was one of the most remarkable and influential figures in Angola. A true pioneer and visionary, he dedicated much of his life to the consolidation and growth of the sport in the country," reads the APFL statement, which VerAngola had access.
According to the association, Luís Mourão "held the positions of President of the ENE Sports Group of Luanda and FAFUSA (Angolan Futsal Federation) with a strong sense of purpose, leading with determination and passion historic moments for our sport."
"Under his leadership, Angola participated in the African Futsal Championship for the first time, in addition to participating in several editions of the Mundialitos and the Grand Prix in Brazil, elevating the country's reputation on the international stage and opening doors for the competitive development of national futsal," the statement reads, adding: "The foundations and many of the achievements that Angolan futsal has experienced and continues to experience today are undoubtedly marked by his tireless work and unconditional dedication."
The APFL also states that Luís Mourão was a "man of vision, committed to the cause of sport," and for this reason, "he will be eternally remembered as an essential figure in the history of Angolan futsal."
"His legacy will live on among us, inspiring commitment and love for futsal in managers, athletes, coaches, and all sports enthusiasts," the statement reads.
Finally, the APFL extends "condolences, solidarity, and comfort."
In addition to his impact on the world of sports, Luís Mourão has also been involved in the energy sector. Having served as chairman of the board of directors of IRSEA since 2010, Luís Mourão was also, from 2006 to 2010, director of the then-Regulatory Institute of the Electric Sector (IRSE).
He earned a degree in mechanical engineering from the Faculty of Engineering at Agostinho Neto University, among other qualifications. According to Angop, he worked in the electricity sector since 1984, working for the National Electricity Company, where he held various leadership positions, including deputy general director, general director, and director.
