Regulator says this is not the time for more mandatory insurance

The Angolan Insurance Regulation and Supervision Agency (Arseg) considers that it is not time to increase the range of mandatory insurance, but rather to make them effective, through regulation, said, this Wednesday, the institution's executive administrator.

Jesus Teixeira, who was speaking at the end of the III Insurance and Mining Forum, said that there are already 26 mandatory insurance policies in the country, but Arseg has been receiving some proposals from insurance companies to increase the range.

According to Jesus Teixeira, the priority is to make the mandatory insurance that actually exists effective, highlighting the need to carry out work to regulate those that are not properly regulated, which prevents their implementation, in addition to monitoring those that are already regulated.

"Only after we fully exploit the insurance that is already mandatory, will we, over time, be able to introduce other mandatory insurance, namely civil liability insurance, which is very important", he said.

The Arseg administrator highlighted, for example, that environmental civil liability insurance, which is required under the Mining Code, is mandatory, but is not properly regulated.

"That's why Arseg carried out this survey of insurance that was created by various ministerial units and, in collaboration with the regulatory bodies of these activities, Arseg has a program that aims to regulate, defining minimum capitals", he highlighted.

Speaking to the press, the executive administrator of ENSA, the state-owned and oldest insurer on the market, said that the volume of premiums in the mining sector is less than 5 percent, "very low, because the range of insurance linked to mining activity concluded it boils down to the transportation and storage of goods, specifically diamonds".

Henda da Silva said that some challenges were identified, but it was clear that there are solutions that the mining sector needs, with the need for greater rapprochement between the parties.

ENSA's executive administrator also pointed out the need for the State itself, through the regulatory agency for the mining sector, to participate in this interaction.

"Literacy on the part of the mining sector is important, but it is also important that insurance companies get closer to these entities, it is important that the State, through the agency, also has a more active role in changing this assumption", said Henda da Silva, drawing a parallel with the oil sector "which is already very mature in terms of insurance needs related to oil exploration".

During the forum, the president of the board of directors of Unisaúde, José Aguiar Neto, pointed out the problem of lack of technical capacity to assess damage from risks in mining activities, which prevents responding to mining multinationals seeking insurance in this area.
