The measure only covers contracts signed after the date of publication of the law and establishes payment conditions under a resolvable ownership regime, with terms of up to 30 years (360 installments) and an annual interest rate of three percent.
According to the law, the amount of monthly installments varies according to the type and location of the houses.
In Cazengo (Kwanza-Norte province), Carreira de Tiro (Malanje), and Mbanza Kongo (Zaire), three-bedroom apartments are valued at 27.6 million kwanzas, with a monthly installment of 115,761 kwanzas.
In the four central areas, prices range from 28.6 to 29.6 million kwanzas, with installments ranging from 119,955 to 124,149 kwanzas.
The document emphasizes that housing is a fundamental right enshrined in the Constitution of the Republic, and it is the State's responsibility to "create mechanisms for dignified and affordable access for citizens," the government said in a statement seen by VerAngola.
The law repeals all previous legislation that contradicts the provisions now approved and determines that any doubts or omissions in its application be resolved by joint order of the Ministries of Finance and Public Works, Urban Planning, and Housing.
