The Provincial Government of Zaire, in a note made available on its Facebook, states that the laying of the first stone will take place in the Matanga area.

The project - awaited with great expectation by the inhabitants and which is part of the Executive's strategy established in the National Development Plan 2018-2022 - will occupy an area of 712 hectares and will have a processing capacity of 100,000 barrels of oil daily. However, this number could increase in the future to 200,000 barrels per day, "in a context of improving market conditions and government priorities in this regard".

"A period of 37 months is foreseen for its construction and implementation, from the laying of the first stone, to take place this Friday, May 13, 2022, until its effective completion for operationalization, scheduled for June 2025, starting activities in the following month", the statement said.

Regarding jobs, the provincial government states that in the construction phase, the project estimates "to absorb a workforce ranging from 500 to 3000 workers, generating, after its conclusion and start of operations, 836 direct jobs, 107 indirect jobs and 473 seasonal".

The refinery project will be the responsibility of Consórcio Quanten Angola, LLC, an American company that won the public tender for financing and construction of the refinery.
