Angola will criminalize vandalism of public property with specific law

This Monday, the Government approved a specific law to criminalize acts of vandalism of public goods and services, given the high losses that these practices represent for the public treasury, according to a statement from the Council of Ministers.

The Law on the Crimes of Vandalism of Public Goods and Services, which will now be sent to the National Assembly, constitutes a specialized legal framework to combat vandalism of public goods and services, "optimizing the existing normative treatment and conforming the current regime", reads the note issued at the end of the Council of Ministers meeting.

According to the Government, acts of vandalism of public goods and services have caused high losses to the State, putting the sustainability of the public investment made at risk.

During the 4th ordinary session of the Council of Ministers, guided by the President of the Republic, João Lourenço, the creation of a special regime for the availability and consumption of alcoholic beverages within the perimeter of hospital, military, police and educational institutions was also considered.

The authorities consider that excessive consumption of alcoholic beverages has consequences for health, putting professional performance at risk and interfering with school learning and intellectual capacity in general.

The legal diplomas will now be sent to the National Assembly.

The Law on Amending the Anti-Doping Law in Sport will also be sent to parliament for "specific amendment", in order to adapt it to the requirements of international regulatory bodies on the matter in question.

The Council of Ministers also considered, for submission to parliament, a bill that authorizes the President to legislate on the legal and fiscal regime for incremental production of oil concessions in the maritime area.

This collegial body that assists the President, as holder of executive power, also approved the Human Capital Development Plan of Angola 2023-2037, the Regulation on Logistics Platform Licensing, the Regulation on the Organization, Exercise and Operation of the Activities of the Street, Market and Market Counter Commerce and the Regulation for the Attribution of Prizes and Social Benefits for Highly Competitive Sports Activities.

Agreements for the liberalization, promotion and protection of investments between the Government and the Government of Japan and for the protection and reciprocal promotion of investments between the Government and the Government of the Republic of China were also approved at this session.
