Government will invest in the digitalization of public services

The Government will invest in the modernization and digitalization of public services, with a view to dematerializing administrative processes. This process will bring several benefits, including a reduction in the number of face-to-face consultations.

According to a note made available on the Government's Facebook page, the advantages of this process can be summed up by "reducing the number of face-to-face consultations" as well as "reducing the physical issuance of documents or papers, thus contributing to the rationalization of the cost of provision of public service".

Speaking at the launch of the Conference on the Digital Transition of Public Administration, called "Governo.ao", the Secretary of the President for State Reform, Pedro Fiete, recognized the importance of the digital transition in public administration.

"The great challenge in the field of this matter is related to the implementation of the platform for interoperability of public services, an instrument that should allow what we would call 'Digital Dialogue in Public Administration', giving, in addition, a technological body to the initiatives of the Reform of the State regarding the integration of services and on the discontinuity of the issuance of documents issued by the State", he said, quoted in the Government note.

According to the statement, with digitalisation, the Executive aims at a model of administration based on a single contact and where the travel and physical presence of people to different public services to deal with "the same subject or a document with the same purpose".

Pedro Fiete also said that we have to "strongly embrace the challenge of the digital transition, otherwise we will be relegated to the second division and remain at the bottom of the ranking of the best public service providers, based on the assumption that we have to embrace the challenges and the demands that are imposed, considering that the physical administration of the role and physical presence of the citizen is a reality that is left behind and that there is no return".

He also took the opportunity to mention the institutionalization of the Simplifica project. "The simplification and reduction of bureaucracy are beginning to be a reality among us today, when, for example, the driving license, the identity card, the passport, the license to carry out the pharmaceutical activity, just to mention these, are now documents which, on the one hand, have new and longer validity periods and, on the other hand, the document burden or requirements that conditioned the issuance of any of them have been reduced", he said.

He also highlighted other simplification measures that are already being applied, among which the "discontinuity of the issuance of the criminal record certificate for the purpose of presentation to the public administration, the elimination of the act of reconfirming enrollment at the level of general education, the elimination of of the act of approval of certificates and declarations of completion of general education, as well as the elimination of the police declaration of loss for the purposes of requesting a duplicate document".

Soon, as part of the simplification process, the Single Vehicle Document will be institutionalized, he said.

"Work in the field of this matter is progressing well, but it must be clarified that it is a programmatic instrument that in each edition selects a certain number of acts for simplification purposes, in a dynamic of gradual execution, depending on the creation of conditions for the effect", explained the official.

The conference was launched this Thursday and should take place on the 23rd and 24th of June. It aims to address the digital transition in the country, in order to develop solutions as well as reflect on digitalization and administrative modernization.
