Database unification gives access to documents in all provinces

The Ministry of Justice and Human Rights will soon unify all the civil registry offices' databases to allow citizens registered in one province to obtain their documents in another province.

The information was released this Monday by the Secretary of State for Justice and Human Rights, Orlando Fernandes, at a meeting that aimed to reflect and make known the actions and measures outlined in the field of the Simplifica 1.0 Project.

"In this path, we will also have the unification of the civil registry database with that of the identity card, which will allow the definitive dematerialization of birth certificates", added the Secretary of State.

Another measure to be implemented in the near future, within the scope of Simplifica 1.0, will be the issuance of a single vehicle document.

"It is clear that with the simplification, reduction of bureaucracy and modernization of the acts and procedures of the public administration, we will have more expeditious processes and, consequently, greater satisfaction of the citizens' interest with the resolution in useful or reduced waiting time, in the access to services ", he stressed.

Orlando Fernandes highlighted some measures already implemented at the sector level, such as the granting of the Identity Card from the age of zero and the extension of the validity period of this document to ten years, for people over 20 years old.

Likewise, he recalled that it is now possible to assign the Citizen's Single Number (NUC), which corresponds to the identity card number, from the computerized birth record, as well as the issuance of commercial and land certificates via online and participation in public tenders without presenting the criminal record certificate.

In turn, the Secretary of the President of the Republic for State Reform, Pedro Fiete, considered the advances of the Simplifica project to be significant, which began to be implemented in June last year.

Pedro Fiete highlighted some procedures that have been simplified in the Education sector, such as the elimination of the act of reconfirming enrollment at the general education level.

"We also managed to eliminate the approval of certificates and declarations at the level of general education, declarations and certificates of the second cycle, this still in the Ministry of Education", he said.

In order to obtain the passport, advances were also noted, with the elimination of the requirement of several documents that conditioned its issuance, as well as the extension of the validity periods of ordinary, service and diplomatic passports.

"The same happens with the driving license. It is also a matter that has already been fixed, considering that it is being issued today, according to the new, longer deadlines, preventing the citizen from systematically going to this structure to renew ", he added.

Pedro Fiete also recalled that the license to carry out the pharmaceutical activity is already issued with the new deadlines and that the military declaration is currently unnecessary for the purpose of traveling abroad.

At the meeting, which brought together provincial delegates of justice, conservators, notaries and those responsible for civil and criminal identification services, the challenges of the discontinuity of the birth certificate, the need for unification of civil registration acts and the framework of the canonical concordat marriage were analyzed. in the Angolan legal system.
