"We cannot remain indifferent to yet another tragedy, which cyclically enlivens or causes serious damage to the inhabitants of the capital in the most acute period of the rainy season. To all the families who have lost their loved ones, I express my solidarity and deepest condolences," João Lourenço said in a statement from the presidency.
The torrential rains caused at least 14 deaths in Luanda on Monday, due to collapsed houses, electrocution or as a result of flooding.
The Chief Executive appealed, in the same note, "to the good sense and understanding of all the inhabitants of the capital, to avoid aggravating the already fragile sanitation system of the city, refraining from building on the water lines and drainage channels of the rain falls.
Besides the deaths, the eight hours of heavy rain that hit Luanda on Monday left 8,000 people homeless, with 16 houses collapsed, 15 trees fell, and a bridge was destroyed, among other damages yet to be calculated.
