Government postpones announcement of winner of Soyo refinery again

The Government has again postponed the announcement of the winner of the tender for the construction of the Soyo refinery, now sent until 15 March, after some competitors have requested additional information.


"The Ministry of Mineral Resources, Oil and Gas (Mirempet) makes it known to the public that after presentation of the preliminary report, some competitors asked the Evaluation Committee for additional information, demanding time for due attention," said a statement from the government department.

In the document, the Executive mentions that, in the light of the private investment law, it became "necessary to hold additional clarification meetings with competitors, so it was not possible to announce the result of the tender on the date originally planned", 1 March.

"In this way, Mirempet informs that the announcement of the winning company or consortium will be made until March 15, 2021", concludes the note from the ministry.

Initially, the announcement of the winner was scheduled for March 31 of last year, but was postponed due to the covid-19 pandemic that forced the evaluation and adjudication work to be suspended until June 9, 2020.

The Soyo refinery will have the capacity to process 100,000 barrels / day.

On January 31, 2020, when tenders were opened to the international public tender for the implementation of an oil refinery in Soyo, Zaire province, there were nine competitors.
