General State Budget for 2023 approved in the specialty

The General State Budget (OGE) for 2023 passed, this Tuesday, in the specialty, with 37 votes in favour, 11 against and zero abstentions.

"With 37 votes in favour, 11 against and no abstentions, the deputies to the National Assembly approved yesterday, [Tuesday, February 7], the Joint Opinion Report on the Proposal for a Law approving the General State Budget for the financial year 2023", reads a statement from parliament, which VerAngola had access to.

The note also refers that, with the same number of votes, the "Project of Resolution of the main instrument of management of the country for this year, in which more than 150 recommendations addressed to the Executive are poured".

Thus, among the recommendations left, the "effectiveness of the implementation of the participatory budget, in the sense of allowing the insertion of projects and programs that better adapt to the real needs of the citizens", adds the note.

With the aim of containing inflation levels, those responsible also warned of fiscal risks, "in view of the sharp increase in food prices, as a result of the escalation in energy prices".

"Considering the Debt Plan, estimated at 33 percent in the OGE 2023, the Executive is also alerted to the risk of over-indebtedness, due to the rise in interest rates in the international financial market and with prospects of further increases, and it is imperative continue the downward trajectory of public debt to levels close to 60 percent of GDP", the document adds.

The Government is also asked to carry out an inventory of the projects registered in the current OGE, "whose physical and financial conclusion took place in the financial year 2022, and for this purpose it must resize the respective budget allocations for other priority projects or programs".

In the social sector, one of the main recommendations concerns the "inscription of funds for the implementation of specific programs of support and legal protection for people with disabilities (motor, visual, autistic, deaf, mute, war disabled and their families) , with emphasis on people with albinism, with regard to medical and drug assistance, as well as ethnic groups on the verge of extinction", reads the note.

It is also recommended the budgeting of programs aimed at raising the levels of equality, parity and gender equity, in order to "eradicate the feminization of poverty".

In the field of Health, the guidelines fall under the reinforcement of funds to combat malaria, trypanosomiasis, tuberculosis, HIV, leprosy and chronic non-communicable diseases, community health program, vaccination program and neglected tropical diseases, says the statement. .

In terms of Education, the main recommendation concerns "increasing the budget allocation for primary education, deducting 5 percent of the budget for publishing school manuals for the primary education heading. As this is the education subsystem that most contributes to the formation of competence and professional discipline".

Remember that the OGE proposal for this year will go to the final global vote next week, specifically on Monday, February 13th.
