National minimum wage set at 32 thousand kwanzas

The national minimum wage is officially set at 32,181.15 kwanzas. The measure is contained in Presidential Decree No. 54/22, published in the Diário da República and in force since 17 February. Minimum wages will be determined according to the category of profession, and the Government foresees adjustments in the basic remuneration of the civil service between four and 102 percent.

The Government, in a note made available on its Facebook, explains that the decree also sets minimum wages for "economic groups, namely for groups in the commerce and extractive industry sectors in the amount of 48,271.73 kwanzas, for transport groups, services and manufacturing industry in the amount of 40,226.44 kwanzas, and for the agriculture grouping in the amount of 32,181.15 kwanzas".

Regarding the adjustments to the basic salaries of the civil service, the biggest increase is expected to occur in the lowest category of second-class cleaning assistant, with the salary increasing from 33,598 kwanzas to 67,807 kwanzas (an increase of around 102 percent).

According to Jornal de Angola, the highest class of the main administrative official non-technical staff group will see the salary increase from 88,577 kwanzas to 98,321 kwanzas (11 percent). In turn, the average technician salary will increase from 10,216 kwanzas to 14,783 kwanzas (12 percent).

For the remaining categories, an increase of around four percent is proposed.

In order to ensure that lower base salaries also register greater increases, the index table of non-technical and average technical staff will be adjusted as well as the transition of auxiliary teachers from the 4th, 5th and 6th years to the same third-level assistant teacher index, writes Jornal de Angola.

On the other hand, the salaries of holders of political positions, leaders and managers will not be increased.

Teresa Dias, Minister of Public Administration, Labor and Security, said that the Government remains committed to promoting stability and diversifying the economy, as well as restoring the purchasing power of citizens in general and, in particular, of civil servants.

Cited by Jornal de Angola, the minister informed that a balanced response was sought to adjust the salaries of the Civil Service: "A solution was sought, together with the Ministry of Finance, and after consultation with the workers' representative associations, balance for salary adjustment of the Civil Service that meets three fundamental challenges: first, the creation of a corridor to admit the increase of the national salary; second, the maintenance of the prudent level of public expenditure; and, finally, that the basic salaries of lowest value of the non-technical personnel group, are adjusted to the highest values".

Regarding the unions' claims, the minister made it known that the Government intends to cover a subsidy to support pedagogical innovation and scientific research, I add that they will have "the medical specialization guidance subsidy that has expanded to health as a whole and increased the rate was raised to 15 percent of the base salary, as opposed to the current 5 percent. The shift allowance was increased from 5 percent to 7 percent".

It should be noted that the proposal to increase the national minimum wage had already been mentioned last month, but this Thursday the proposal for a Law on Legislative Authorization for the President of the Republic as holder of Executive power was unanimously approved by the National Assembly.

The proposal authorizes the President to legislate on the general principles related to the structure of public service salary scales and subsidies.
