A dozen of public-private partnership projects are being prepared for public tender

A total of ten public-private partnership (PPP) projects are being evaluated and prepared to proceed to public tender, with the aim of improving services and infrastructure.

Of the ten projects, four already have pre-feasibility studies developed by the World Bank, while the remaining six are heading towards this stage, writes Expansão.

When this phase is considered completed, the projects will have requirements to be launched in a public tender.

Of the initiatives studied by the World Bank, three are not part of the Operational Plan for Structuring Public-Private Partnerships (POEP), which by the end of 2021 was estimated to cover 41 projects. However, as explained by the Ministry of Economy and Planning, these 41 projects ended up not being included in the plan because other priorities had been adopted prior to the composition of the PPPs.

"It was identified the need to train institutions, mostly Ministries and Public Institutes, and the staff of technicians from the various sectors, so that they are able to conduct technical studies and undertake all the phases that constitute the life cycle of a project of PPP", clarified the guardianship, in statements to Expansão.

Thus, it is expected to ensure "a higher success rate in the implementation of PPPs, avoiding the occurrence of unfavorable situations that occur in other geographies, where greater importance was given to the preparation and expeditious launch of projects".

According to Expansão, there are two PPPs in progress that are part of the POEP: the construction and operation of the Mulenvos solid waste recovery unit (awarded to Griner Engenharia) and the construction and operation of a railway line between Angola and Zambia (which is in public tender).

In addition, six PPPs are being structured and four are financed by the World Bank. According to Expansão, the restructuring, equipping and management of the agro-ecological center in Cabinda, Cuando Cubango, Huambo, Namibe and the rehabilitation and operation of the Agro-industrial Village of Chinguar and Quicabo are under way.

The PPPs financed by the World Bank concern the Chicapa II hydroelectric project, the Fútila Industrial Development Pole, the North Region National Cabotage Network and the Mucuso Irrigated Perimeter.
