Management of the Mulenvos Sanitary Landfill delivered to Griner Engenharia

The national construction company Griner won the public tender for the requalification and management of the Mulenvos Sanitary Landfill, in Luanda. The concession project, in a public-private partnership, was approved by presidential order on 24 March, and provides for the sorting and recovery of solid waste through recycling, sale of recycled products, composting, incineration, biogas and energy production.

The capital, with more than eight million inhabitants, produces an annual average of 3.3 million tons of solid waste, according to a study carried out by the Ministry of Economy and Planning, which also points out that 45 percent of this waste production has reuse potential as raw material for industry, 35 percent as fertilizers and the remaining 20 percent for energy production.

The Government estimates an investment of around US$70 million for the requalification of the landfill, in order to transform it into a waste recovery centre. For the Minister of Economy and Planning the "first great investment opportunity" in the solid waste sector produced in Luanda is in this asset.

In the first phase of the tender for the management of the landfill, a total of 25 companies registered, but only 11 sent the necessary documents for the Evaluation Committee to analyze their technical and financial capabilities. Later, the choice was divided between three competitors. Of these, two companies would be national and one foreign.

The choice fell on a national company, Griner Engenharia, a construction company that has been asserting itself in the areas of civil construction and rehabilitation of residential, office and industrial buildings, construction of road infrastructure and energy and water infrastructure.

With activities in four African countries, it is currently involved in projects such as the requalification of the Muxima Sanctuary, through a consortium with Sacyr Somague Angola. The total value of the work amounts to 100 million dollars.

The formalization of the result was already published in an order in the Diário da República of 25 January, and the President of the Republic delegates to the governor of Luanda province the power to sign the contract.

It is recalled that the Aterro Sanitário dos Mulenvos, located in the municipality of Viana, in Luanda, is the only sanitary landfill built in the country, being managed by the Luanda sanitation company (Elisal).
