New administrative division will contribute to the creation of public services across the country

The Minister of Territorial Administration, Dionísio da Fonseca, informed that the new political-administrative division (DPA) will contribute to the creation of public services throughout the country. This proposal, according to the minister, aims to reduce local discrepancies, thus allowing the State's administrative bodies to be closer to citizens in all areas of the country.

The information was released this Thursday, when Dionísio da Fonseca spoke at the 12th edition of CaféCIPRA, under the theme "New Political-Administrative Division: What Prospects for Angola".

According to the minister, there are currently communes and urban districts that are "ineffective in resolving citizens' problems".

"In the current context, we have the country divided into 18 provinces, 164 municipalities, 44 urban districts and 518 communes. When we look at the territorial districts at the infra-municipal level", that is, those 44 urban districts plus the 518 communes, "when we look Regarding the relevance of these administrative structures in the life of citizens, the conclusion we reached is that they are ineffective, ineffective in resolving citizens' problems", he stated.

In his intervention, the minister asked: "Why not take advantage of these resources that exist there and elevate these territorial districts to the level of municipality so that they can effectively play a more incisive, more effective role in the lives of the populations".

The official also considered that, taking into account the characteristics of the country, where there are populations that live in areas very far from local administrations, what ends up happening is that the population goes "in search of services in neighboring countries".

"In other words, the lack of these services in our territory justifies Angolans seeking these services abroad and we need to change this situation", he said, adding that it is necessary to guarantee that "administrative power is" in the more than one million square kilometers of the national territory.

In addition to Dionísio da Fonseca, the governors of Cuando Cubango and Moxico, José Martins and Ernesto Muangala, respectively, facilitated the conversation.

According to José Martins, "the population of Cuando Cubango is eager for the new political-administrative division to be approved by parliament and implemented by the Executive, because it will bring significant gains to city dwellers."

"We already have presidential authorization for the construction of the Mavinga international airport. Likewise, the DPA will attract professionals to work in the province, as well as businessmen and investors, so the people will benefit", he added.

Ernesto Muangala stated that "Moxico is larger than many countries, with more than 223 thousand square kilometers. It is a very large territory, which makes its management difficult".

Thus, he added that the new division "will accelerate the region's growth, create more jobs, especially for youth", since they have "agricultural potential, mineral and water resources, but their exploitation is only possible with roads, airports, railways, among others".

Remember that if the proposed law relating to the new DPA, which is already in the National Assembly, is approved, the country will have 325 municipalities and 20 provinces, in the first phase.

The two new provinces could result from the division of the province of Moxico (into Moxico and Kassai Zambezi) and Cuando Cubango (into Cuando and Cubango).
