East DRC peace mechanism led by Angolan

The head of the peace mechanism in the eastern region of the Democratic Republic of Congo (DRC) is assumed by an Angolan. This is Lieutenant General Nassone João, who began his duties as Head of the Ad-Hoc Verification Mechanism this Wednesday.

According to a statement from the Ministry of Foreign Affairs, to which VerAngola had access, Téte António, Minister of Foreign Affairs, traveled to the DRC, where he introduced the lieutenant general.

The holder of the Foreign Affairs portfolio "traveled on the morning of this Wednesday, November 9th, to the city of Goma, Democratic Republic of Congo, where he made the presentation of the Angolan Lieutenant General Nassone João, which began today [Wednesday Friday] the functions of Head of the Ad-Hoc Verification Mechanism", reads the statement.

The Ad-Hoc Verification Mechanism, the note said, was "created within the scope of the CIRGL Roadmap on the Pacification Process of the Eastern Region of the DRC adopted, in Luanda, on 6 July 2022, by the Tripartite Summit between the Republic of Angola, the Democratic Republic of Congo and the Republic of Rwanda".

This trip takes place within the scope of "Angolan mediation to the existing dispute between the Democratic Republic of Congo and the Republic of Rwanda".

According to the statement, in Goma, Téte António met, separately, with the "military governor of the province of North Kivu, accompanied by the deputy governor, the mayor of Goma, the commander of the 34th Military Region of Goma, the provincial commissioner of the Congolese National Police, the commander of the 34th Naval Group, the governor's main adviser and the commander of Goma International Airport".

Accompanied by General José Luís Caetano Higino de Sousa "Zé Grande" and by Ambassador Miguel César Domingos Bembe, Africa, Middle East and Regional Organizations director at the Ministry of Foreign Affairs, the Minister of Foreign Affairs also held working meetings with members of the of the Restricted Security of the Province of Goma, with the commander of the Joint Comprehensive Verification Mechanism of the CIRGL (MCVA) and with the United Nations Stabilization Mission in the Democratic Republic of Congo (MONUSCO).

The statement also mentions that on 15 October, the holder of the Foreign Affairs portfolio presented, in Kinshasa, Lieutenant General Nassone João, Félix Tshisekedi, president of the DRC, and, in Kigali, Paul Kagame, president of Rwanda.

It is recalled that last Saturday, November 5th, a tripartite meeting of the heads of Angolan, Congolese and Rwandan diplomacy took place in Luanda, aiming to "launch the dialogue between the Congolese and Rwandan authorities and resume the process of implementing the Roadmap for Luanda, of 6 July 2022".

This year, the country was also the stage for the Permanent Joint Commission Meeting between the DRC and Rwanda, which had not met for about a decade, which took place on the 20th and 21st of July.

The note also adds that on 6 July of this year, in Luanda, the presidents of the DRC and Rwanda, "under the auspices of João Lourenço, President of the Republic, agreed an immediate ceasefire and the creation of an Ad-Hoc Observation Mechanism"
