Angola and Cape Verde sign memorandum of understanding in the Transport sector

Angola and Cape Verde signed a memorandum of understanding in the transport sector. The Minister of Transport, Ricardo d'Abreu, considered that “the conditions are created so that the desires and aspirations of the two States and their respective governments in establishing a more pragmatic cooperation and in a model of mutual advantages are created”.

According to a statement sent to VerAngola, these considerations were taken up by the Cape Verde Ministry of Foreign Affairs, during a meeting with the Cape Verdean Minister of Tourism and Transport, Carlos Santos.

At the meeting, Ricardo d'Abreu gave a brief summary "of the current legal, regulatory, institutional and business framework for the Transport sector, following the structural reforms carried out in the last three years".

The head of the Transport portfolio also took stock of the main achievements in the "maritime and port, rail and road sub-sectors, both from the point of view of infrastructures and from the point of view of the instruments created to implement the strategic guidelines of the Angolan Executive for the Transport sector, in light of the National Master Plan for the Transport Sector and Road Infrastructure, approved in mid-2020".

According to the statement, Ricardo d'Abreu admitted that, despite the limitations imposed by the pandemic, "the two countries must take advantage of the existing opportunities, create synergies and further strengthen relations and commitment in the search for effective results, based on elaboration of a schedule of actions duly monitored, periodically, between the parties".

The companies TAAG and TACV were also committed to creating a plan to "take away the existing advantages of air connections between the two countries, extending the activity to third countries, depending on the will of the parties and guaranteeing the total freedom of action of the parties. two airlines, seeking to ensure the economic, operational and commercial sustainability of this partnership".

The official also considered that TAAG's operation should be "equated in a perspective of taking advantage of Cape Verde's geographic location, its integration in CEEDAO and the country's interaction with the markets of the United States of America and the European Union".

He also proposed that at a technical level, and not only, the "possibility of establishing an African alliance, whose embryo would have TAAG and TACV as the main drivers, in order to increase connectivity between and beyond the two countries, whether in the regional context - of the States of Central and West Africa -, either with the States of Southern Africa or even in the intercontinental context".

The note also mentions that the two ministers agreed that a more effective work phase to materialize the terms of the signed agreements should be started, which is why it is necessary to jointly draw up an action plan and establish a calendar bilateral periodic evaluation visits".

Ricardo d'Abreu's visit to Cape Verde takes place at the invitation of the minister of Tourism and Transport of that country and aims to "see reinforced cooperation in various sectors", such as "civil aviation, training in the maritime sub-sector and port, as well as the establishment of a concerted action strategy in terms of the implementation of the Single Market for Civil Aviation in Africa and within the framework of the ICAO (International Civil Aviation Organisation)".

According to the statement, Cape Verde intends to count on Angola's participation in the creation of a regional air training institute for the PALOPs and "make the exchange actions of Angolan and Cape Verdean technicians more effective".

The meeting between the two ministers was attended by technical delegations from both countries: in addition to the ambassadors of Angola to Cape Verde, Júlia Machado, and Cape Verde to Angola, Jorge Figueiredo, those responsible for the air, maritime and port sectors attended the meeting. from both countries and representatives of TAAG, TACV and Secil Marítima.

Before the meeting, the incumbent on Transport was received by the outgoing president of Cape Verde, Jorge Carlos Fonseca.

On his visit to the city of Praia, Ricardo d'Abreu "visited the municipalities of Santa Catarina and São Miguel, where he interacted with their respective presidents, namely Jacira Monteiro and Erménio Fernandes, from whom he received some explanations on the design and operation of the projects of the transport sector at local and municipal level", concludes the note.
