Adalberto Costa Júnior says that only alternation will allow for reforms and the democratic rule of law

The deputy of UNITA, the biggest opposition party, Adalberto Costa Júnior defended this Saturday that only in a context of alternation will it be possible to carry out a set of necessary reforms for a true democratic rule of law.

This Saturday Adalberto Costa Júnior was the speaker on the theme on "The Interaction between Political Parties and Civil Society for an Angola of the Future", at a conference called "Angola and the Paths of Building Democracy: Challenges and Perspectives" by the Episcopal Commission of Justice and Peace of the Episcopal Conference of Angola and São Tomé (CEAST), in partnership with the German Konrad Adenaur Foundation (KAS), which ended this Saturday.

The politician mentioned as necessary reforms, the dispartisanship of the State apparatus and its reform, effective transparency, accountability, reduction of bureaucracy, decentralization, deconcentration and realization of local authorities, the reform of justice and the deepening of freedom of expression and press.

According to the leader of the parliamentary group of the National Union for the Total Independence of Angola (UNITA), who until October this year was the party's president, however, removed from office by the Constitutional Court's annulment of the 13th congress of the party held in 2019, in which he was elected, the alternation is "a 'sine quo' condition so that significant advances can be achieved in the Angolan democratic process".

"All the necessary synergies must be mobilized to generate alternation, through democratic means, a condition that will mean a giant turning step in the tortuous path of implementing democracy in our country", he stressed.

"The above-mentioned reforms will only be feasible in a context of alternation, this is what begins to seem possible, because the voices of society are constantly repeating themselves in this demand, but the postponements are there permanent and the scandals are currently taking place in the light of day, there is no longer any attempt to hide what is practiced, so we think that we have to subject this package of deep structural reforms to the proposals of the electoral campaign," he added.

For Adalberto Costa Júnior, "Angola is currently facing a deep multidimensional crisis, which is essentially rooted in the fact that the Estado party continues to be captured by a small elite that has been overturning some of the achievements of this process from 2002 until today".

According to the leader of UNITA's parliamentary bench, "today the extreme censorship in the public media has ostensibly returned", at a time, he recalled, that the country is in a pre-electoral campaign phase.

"Worse, the Government has institutionalized structures that attack the democratic rule of law, I cite the case of the Office of Psychological Action and Information of the Presidency of the Republic, paid with public money, whose action is to fight political parties, their leaders and society civil society protagonist of initiatives that are not aligned with its purpose of preventing, by all means, the democratic alternation of political power", he considered.

Today more than ever, democratic parties must cooperate with each other and promote the participation of civil society, continued Adalberto Costa Júnior, "jointly seeking solutions to solve the suffering of our people, promote development and put the country on the path of progress".

The leader of the second largest political organization in the country also defended a revision of the electoral law, to establish an effectively independent electoral administration, correcting aspects related to the exemption, composition, performance and probity of the National Electoral Commission.

"It is one of our absolute demands, needs. Making the CNE an independent, equidistant and credible institution, to guarantee true, fair and transparent elections", he stressed.
