PREI, the program that wants to “rescue” 40 billion with the reconversion of the informal economy

Angola wants to "try to rescue 65 percent of the lost revenue" of the informal economy, estimated at US$40 billion, with the Program for the Conversion of the Informal Economy (PREI), launched this Tuesday.

The PREI, formally launched at Mercado do 30, municipality of Viana, in Luanda, counts on financial support of 14.5 million euros, donated by the European Union (EU) for the budgetary reinforcement of its operationalization in the next nine months.

According to the technical coordinator of PREI, Celso Borja, with this initiative the authorities "will try to recover 65 percent of the waste of revenue that does not enter the State accounts, which is around 40 billion dollars".

"It is a considerable volume that we need to rescue, to create more jobs, to encourage credit, to increase the circular flow of income and ensure the diversified growth of the national economy," he told reporters.

The operational management of PREI is the responsibility of the Ministry of Economy and Planning, in partnership with the United Nations Development Program (UNDP).

Mercado do 30 is the supply market that served as a pilot for the field trips to formalize the economy, whose official launch ceremony of the PREI was presided over by the Minister of State for Economic Coordination, Manuel Nunes Júnior.

The process of formalizing the informal economy brings together multi-sector services, namely from the national department of Identification, Registration and Notary, municipal administration, General Tax Administration (AGT), Single Company Office (GUE), National Institute of Employment and Professional Training (Inefop) , National Institute of Support to Micro, Small and Medium Enterprises (Inapem), National Institute of Social Security (INSS) and microcredit companies.

Hundreds of sellers from Mercado do 30 flocked to the multi-sectorial unit installed in that market to register and process their identity card in order to formalize their activity.

The authorities ensure that the process of formalizing informal economic activity "is completely free, the simple form of which culminates in the issuance of a bank card or street vendor card" and also contributes to the constitution of an individual commercial company or by quotas.

"It is a process that begins a week before, with the acts of civil registration and issuing of identity cards, because, as you must understand, all acts of legalization and formalization depend on the identity card", explained Celso Borja.

At least 2700 informal operators must be registered this Tuesday at Mercado do 30, where the multi-sectorial teams must stay for 15 days and then travel to the other markets in Luanda and the interior of Angola.
The registration and registration process of informal operators takes place over the next nine months.

The PREI technical coordinator explains that this entire process will culminate in "access to microcredit and an alternative solution to financial transactions using cash than the mobile money solution, digital payment by mobile phone".

"So, here today we have this entire ecosystem that needs to register and formalize the informal occupation of the 30's market", he indicated.

Regarding the credit to be made available, the State "is not very concerned about the return, because the State counted on budget support from the EU, as a donation, to foster the informal economy", emphasized Celso Borja, explaining that the project will return in the future after a one-year grace period.

Manuel Nunes Júnior recalled that the weight of the informal economy in the Gross Domestic Product (GDP) "is very large", hence, he noted, "this program has strategic importance, because the informal economy involves many people who produce goods and services".

"The important thing, and this is the step that has been taken today, is that this informal economy does not feel unprotected, and that when proceeding with its formalization, they gain access to a set of services that they otherwise would not have, and this is the importance of the program that was launched today", said the Minister of State.
