In statements to the Lusa agency, Benedito (Dito) Dalí, one of the promoters of the march scheduled for Wednesday, the day marking Angola's 45th anniversary of independence, said the ban was made known by police this Monday.
According to Dito Dalí, the Provincial Government of Luanda claims that there was insufficient communication of the letter, because the address was not placed, "which is a lie.
"We have the protocol, where we made reference to our address, profession. Another issue they raise is that the Presidential Decree [on the State of Public Calamity] provides for gatherings of no more than five people," he said.
Dito Dalí said that the police have been informed that there will be blocks of five people, who will go out into the street.
For the organizer, the argument presented by the authorities has no legal basis, "because the letter contained the addresses and profession, and the only person who did not put the profession was Laura Macedo," a member of Angolan civil society and one of the promoters of the march.
"We reiterate that we are going out into the street, because the police are being used," she accused, saying that who should have notified would have been the legal office of the Provincial Government, showing "such inadequacies that they allege.
The young activist stressed that the organizers already have experience of situations like this, so this time they were "careful".
"The police have been ordered to ban the demonstration, but we are going to go out into the street," he assured.
Asked if they will contact the Provincial Government, Dito Dalí said that they were not notified by that entity, having learned of the order through "a call from secret service agents, who pretended to be government officials, that there was a letter reply".
"It is the same letter that we also found in the police. We went to the Provincial Government, we didn't go to a secretary who passed the document to us, but people who presented it to us right at the entrance of the headquarters, where they were waiting for us, forcing us to sign it, which we didn't accept to do without a previous reading and we rejected that document", he explained.
Dito Dalí said that the provincial governments were also allegedly guided by the President of the Republic, João Lourenço, to forbid demonstrations in all the provinces, pointing out that there have already been arrests in Huila.
"We are also receiving information that in Moxico, police and secret service agents are intimidating the organizers of the demonstrations, going to their homes, making surveys, photographs, to try to psychologically intimidate the families of the organizers in the provinces, which is very bad," he said.
Dito Dalí considered that the position of the authorities is a demonstration that there is no will to respect citizens' rights and want them to "freely exercise their freedom, to demand any improvement in living conditions in Angola or to demand deep reforms in the country.
"President João Lourenço is going backwards, he is going back on what he committed himself to, which is to promote institutional reforms, to enforce, as he swore, the laws and the Constitution when he took office as President of the Republic," he declared.
To the question of what scenario is expected for Wednesday in the face of the ban, Dito Dalí replied "that everything indicates that they are going to brutalize the citizens again, infiltrating people in the demonstration and then blaming the demonstrators.
"Everything indicates that the environment will be this and we will resist, that they kill, that they arrest, but we have to go out to exercise our power", he said.
The organizer said that a team of 50 people has been assembled, who will have the task of identifying possible infiltrators, "those who will eventually break the means of others.
"They will identify, take photographs and go live on social networks, and we also leave this information to the police, who have set up a group of 50 people who will be monitoring the possible infiltrators, in this part we are prepared," he said.
Dali stressed that none of the political parties, to whom invitations to participate in the demonstration were addressed, responded, "but everything indicates that they will be there in an informal way.
In a message addressed to the population and quoted this Monday by Jornal de Angola, the commander general of the National Police, Paulo de Almeida called on citizens to transform November 11 "into a date of reflection, harmony and union, always guided by a civic, patriotic and healthy social coexistence.
"The commander general assured that the corporation has been following, in social networks and other media, statements sustained by various motivations, with the intention of a demonstration in the coming days, throughout the country," writes the same newspaper.
According to Paulo de Almeida, such pronouncements "incite violence and disorder and call for an affront against the Defense and Security forces and even a change in the constitutional order.
The same official recalls that the right to demonstrate is enshrined in the Constitution of the Republic and makes it clear that the police will enforce the law, "not allowing the normal functioning of institutions, the freedom to exercise the fundamental rights of citizens, avoiding acts of disorder or non-compliance with established norms.
When contacted by Lusa, the communication office of the Provincial Government of Luanda referred the clarifications to the legal office, whose contact has not been possible so far.
On 24 October, another march called by the same group of activists and with the same objectives was strongly repressed by the police and ended with the arrest of more than a hundred demonstrators, including journalists, who have since been released.
