National Employment Agenda approved by the Council of Ministers

The Council of Ministers gave the ‘green light’ to the National Employment Agenda. The approval of the document took place, this Wednesday, at the 9th ordinary session of the Council of Ministers, which was guided by the President of the Republic, João Lourenço.

The aforementioned instrument "establishes the guidelines for the coordinated action of different actors, whether public or private, in the field of promoting employment", states a note from CIPRA, to which VerAngola had access. It should be noted that during its assessment, in September, by the Economic Commission of the Council of Ministers, it was pointed out that the agenda also envisages a reduction in the unemployment rate in the national economy, aiming to "address the imbalance between job demand and supply ", as well as promoting "improved national income redistribution and the reduction of regional asymmetries".

Teresa Dias, Minister of Public Administration, Labor and Social Security, said there was a need to have a document that brought together employability initiatives at the level of the various ministerial departments, public institutions, as well as programs that aim to bring about dynamic employability to improve demand and supply, avoiding repeated activities, writes Angop.

On the occasion, the minister, cited by Angop, clarified that until now several entrepreneurship actions had been carried out, pointing out, as an example, that the authority grants professional kits and simultaneously other ministries carry out acts of the same type and sometimes with the same form. In this way, the agenda will enable all sectors to have their programs and be included in the plan regarding employability, promoting it in only one domain and direction, said the minister, who, cited by Angop, added that in line with the agenda, tools will be created to help improve this path.

"We have already managed to calibrate, from the point of view of supply and demand, which are the best employability policies, because until then there are several people trained, for example, in a certain activity and then have no employability to be able to absorb them", she highlighted.

Associated with the National Employment Agenda, the Government intends to have a financial arm, which is the National Employment Fund, already approved, which is just waiting for this instrument to be energized.

According to the government official, employability accelerators will be created, in agriculture and agribusiness, for example, allowing for "visible results on scale".

Teresa Dias highlighted that the National Employment Fund, despite the current situation, "a critical moment from a financial point of view", has already provided, in the budget for 2024, some funds to support the start of some activities with an impact on the unemployment rate.

Another issue on the table was the proposed National Security Law. "In this session, the Government's collegiate body assessed, for submission to the National Assembly, the proposal for a National Security Law, with the aim of conforming the current organization and functioning of the national security system to the principles and standards established in the Constitution of the Republic of Angola", reads the CIPRA note.

The session also considered, for submission to the National Assembly, the proposed law on Combating the Smuggling of Petroleum Products, "which has the ultimate aim of stopping the widespread wave of irregular commercialization of petroleum products in the country".

According to the statement, this proposal "criminalizes that conduct and increases penalties for different types of illicit acts, as well as establishing rapid mechanisms for declaring, in favor of the State, the instruments, products and advantages of crime."

Another of the topics covered was related to the flow of investments between the European Union and Angola. The council assessed the Sustainable Investment Facilitation Agreement between Angola and the European Union. "Under the diploma, the attraction, expansion and retention of foreign direct investment between the parties should be encouraged, for the purposes of economic diversification and sustainable development", says the statement.
