Government admits to include more companies and assets in the Privatization Program

The Minister of Finance wants greater involvement of provincial governments and local investors in the privatization processes, admitting that more companies and local assets will be included in the program.

The information was conveyed by the Ministry of Finance (Minfin) in a note, after a meeting of Vera Daves with the 18 provincial governors, on Monday, by video conference, in which the Privatization Program (Propriv), the Plan Integrated Intervention in Municipalities (PIIM) and the preparation of the General State Budget (OGE) for 2021.

According to Minfin, "mechanisms have been identified that will allow greater involvement of the provincial governments in the privatization processes, according to the location of the assets", and it is expected that representatives will be appointed for the negotiation commissions and the holding of "periodic meetings of alignment".

At the meeting, it was also agreed that "the permanent technical group of the Privatization Program will implement initiatives for the participation of local investors in Propriv, as well as the indication of a set of companies and local assets that will be analyzed for possible inclusion in the program".

Launched in 2019, Propriv provides for the sale of 195 assets held or participated by the State, in sectors such as telecommunications, industry, banking, oil, mineral resources, aviation, insurance, among others.

At the meeting, the Secretary of State for Public Budget and Investment, Aia-Eza da Silva, addressed the complaints of the governors regarding the implementation of projects of central scope, guaranteeing that "the Minister of State for Economic Coordination and coordinator of the inter-ministerial commission of PIIM, Manuel Nunes Júnior ".

At a recent meeting with the Minister of Territory Administration, Marcy Cláudio Lopes, the governor of Benguela, Rui Falcão, questioned the lack of money for basic sanitation.

"It is not possible for cities like Benguela and Lobito to spend months without money to collect solid waste," said the governor, quoted by the press, stressing that "more sensitivity is needed from decision makers in Luanda" and that without "these cadres for experiencing reality, decisions are always wrong ".

From the meeting with the minister, recommendations were made in the sense of "a greater alignment of the technical teams of the provincial governments, led by the vice-governors, and of the ministerial departments that undertake projects of central scope in these locations, as well as a careful analysis of the contracts subject to rebalancing financial, "said the statement from Minfin.

"A presentation of the macroeconomic framework of reference was made, which continues to be marked by treasury restrictions and the level of debt 'stock, which requires, in terms of policy, some prudence in increasing public expenditure, under the risk of causing a worsening of the fiscal deficit ", added the note, regarding the preparation of the OGE.

The work to prepare the OGE 2021 proposal should be completed soon so that it can be sent to the President of the Republic and be admitted to the National Assembly by 31 October.
