Government secures 64 billion kwanzas with 23 assets privatized

The Government announced this Tuesday that it should fit 64 billion kwanzas, with the award of nine more industrial units, which thus total 23 assets in the Privatization Program (Propriv).

According to the Secretary of State for Finance and Treasury and coordinator of the Propriv's permanent technical group, Osvaldo João, more than increasing revenues, the program's main objective is "to create a robust, competitive and sharp business sector.

The Institute for the Management of State Assets and Shareholdings (IGAPE), as part of Propriv's implementation, concluded the public tenders for the privatisation of the second lot with six industrial units located in the Special Economic Zone (ZEE).

The contracts for the award in favor of private entrepreneurs and business assets held by the State in the industry sector for the management and operation of these industries were initialed this Tuesday in Luanda.

On that occasion, IGAPE and private investors, winners of the public tender, also signed a contract for the termination of the exploitation and management rights of three textile industrial units, namely Textang II, Satec and África Têxtil.

"Despite the difficulties they were facing, we believe that with this process they should gain new breath in terms of production volume and job generation," said Osvaldo João.

"In total we will sign contracts valued at over 33 billion kwanzas today, this result will raise to 64 billion kwanzas the revenue generated by the privatization of 23 assets under the Propriv so far," said the ruler at the opening of the ceremony.

The contract to cease operation and management of the three textile units, he stressed, "includes a purchase option that if exercised until the end of the contract will generate a total revenue for the state amounting to 268 billion kwanzas".

The Propriv registers 195 entities and/or public assets to be privatized until 2022, from the telecommunications, industry, banking, oil, mineral resources, aviation, insurance sectors, among others.

According to the government, this second privatization tender for units located in the EEZ provided for the sale of 13 industrial units, however, despite the interest of several investors in the assets market "the proposals for the remaining six units did not reach the reserve values defined for the transaction".

"That's why today we only award part of those units, those reserve values are determined taking into account the public interest and the quality of the assets, as well as the costs incurred to create them, among other factors, i.e., we intend to privatize but we have to do it well," he explained.

The permanent coordinator of the Propriv's technical group also reported that tenders are being finalized for the privatization of enterprises that include slaughterhouses and processing plants for agricultural products.

In this process are also agricultural enterprises that include five large farms located in various parts of the country as well as state holdings in the beverage sector.

The government took the opportunity to "reiterate the executive's determination to achieve the objectives set for the Propriv, namely to promote a strong private sector capable of producing for the promotion of employment, increased tax revenues and the creation of national wealth.

Osvaldo João also appealed to national and foreign investors to participate in the tenders that are in progress, which include assets in the hotel and financial sector, "as well as in those that will soon be launched for the sale of state holdings in the telecommunications and construction sector".
