The Government, in a statement to which VerAngola had access, informs that it will proceed with the construction of three new regional fisheries and marine research centres, which will be implemented in the municipalities of Tômbwa (Namibe), Moçâmedes (Namibe) and Lobito (Benguela).
This measure is justified by the "urgent need of the Ministry of Fisheries and Marine Resources to strengthen and qualify the capacity for research and knowledge of coastal oceanographic areas and their resources, as well as quality control of products from fishing activities".
To this end, the President of the Republic, through dispatch no. 216/24 of 6 September, "authorised the expenditure of a total amount in kwanzas equivalent to 45,810,000.00 dollars for the execution of the works", states the statement.
In the same order, the Head of State also "formalises the opening of the simplified contracting procedure, based on the material criterion, for reasons of external financing, for the conclusion of the supervision and public works contracts for the design and construction of the centres".
According to the Government's statement, the Minister of Fisheries and Marine Resources is delegated authority, with the power to sub-delegate, to "execute the decision-making acts and supervisory approval, as well as to verify the validity and legality of all acts carried out within the scope of the aforementioned procedure, including the conclusion and signature of contracts", while the Ministry of Finance is authorised to guarantee the financial resources necessary to implement the project.
In addition, the Head of State also approved "the inclusion of the project in the Public Investment Programme (PIP) of the General State Budget (OGE) 2024".
