The data was presented by the Secretary of State for Public Administration, Amélia Varela, at the regular session of the Ministry of Public Administration, Labor and Social Security (MAPTSS).
According to Amélia Varela, in 2023 the Government made improvements to the remuneration of the public administration, with the granting of an isolation allowance for employees working in remote areas of the country, providing 30 percent for housing rent, 30 percent of the base salary for the isolation allowance and 50 percent of the base salary for the installation allowance.
An adjustment was also made to the base salaries of the public sector, with a 5 percent increase for all employees and exemption from Income Tax on Employment (IRT) for employees with a salary of up to 100 thousand kwanzas, compared to the previous 70 thousand kwanzas.
As complementary measures, a remuneration option was created for military medical personnel for a civilian medical career, which covered more than 122 thousand employees, a supplementary remuneration corresponding to 100 percent of the base salary for university teaching and scientific research careers was established, and a supplementary remuneration of 30 thousand kwanzas was established for the entire public administration of the general regime, essentially for those who did not benefit from the remuneration supplement.
In 2023, the civil service had a workforce of 408,288 civil servants and administrative agents, mostly in local administration, with a number of 320,197 people.
Amélia Varela stressed that the special regime has the largest number of civil servants and administrative agents, with a total of 250,335 employees, corresponding to 61.31 percent, while the general regime has 100,950 employees (24.73 percent) and 57,003 employees in management and leadership positions (13.96 percent).
The education sector has the largest number of civil servants, with 167,723 employees, corresponding to 41.08 percent, followed by health, with 70,821 (17.35 percent), both accounting for around 60 percent of civil servants and administrative agents.
In 2023, seven public competitions were held, with 295,740 candidates participating, for 2689 vacancies created for central and indirect public administration, of which 2291 were filled.
Amélia Varela announced that four more competitions are underway for 624 vacancies, at the Data Protection Agency, Ministry of Agriculture and Forestry, Institute for Forestry Development and Agency for Private Investment and Export Promotion.
This year, public competitions are planned, with 800 vacancies, at the National Archives of Angola, Memorial António Agostinho Neto, Ministry of Education, Ministry of Transport, Faculty of Medicine of Agostinho Neto University, Ministry of Territorial Administration and Ministry of Youth and Sports.
