Russia and Nicaragua congratulate João Lourenço on election victory

The President of Russia, Vladimir Putin, addressed "sincere congratulations" to his Angolan counterpart, João Lourenço, after the elections, stressing the desire that the new mandate "contribute to the development of bilateral constructive cooperation".

"Russian-Angolan relations are based on ancient traditions of friendship and mutual respect; I hope that your activity in the leadership of the State will continue to contribute to the development of constructive bilateral cooperation in various areas", reads Putin's message to João Lourenço, broadcast by the Russian embassy in Luanda.

In the short letter, the President of Russia adds: "This undoubtedly responds to the root interests of our peoples, and goes on to strengthen security and stability on the African continent".

The Nicaraguan Government also congratulated "the brothers of the Popular Movement for the Liberation of Angola", wishing them "great success in this difficult time that we live as a human family, always aware that the struggle continues and the victories are certain".

Putin's and Nicaragua's missive are known on the day that the National Elections Commission (CNE) asked the Constitutional Court (TC) to reject the contentious appeals of UNITA, the Democratic Bloc (BD) and the CASA-CE coalition, "for lack of evidence and legal support", and that validates the final results of the elections.

The position of the National Electoral Commission (CNE) is contained in its counter-allegations approved this Monday by the plenary of the body during its 33rd extraordinary plenary session, which made a substantive analysis of the two electoral dispute resources that are in the TC.

Last week, UNITA and CASA-CE presented appeals related to the electoral process to the Constitutional Court, none of them related to the annulment of elections, the institution said.

"The court received late yesterday afternoon [Thursday] two complaints, two requests that start the electoral dispute, one from UNITA and the other from the CASA-CE coalition," said court spokeswoman Aida Gonçalves.

UNITA demands that the CNE compare the minutes of polling stations in its possession with the minutes held by the parties, contesting the fact that the authorities did not even indicate the data relating to the polling stations, which allowed the final accounting.

Regarding CASA-SE's request, Lucas Quilundo continued, "it suffers from similar defects with copies of the minutes and not with copies delivered to the delegates by the CNE and posted in polling stations".

"It is still necessary to verify the repetition of minutes, as well as the submission of minutes of polling stations that for the purpose of calculating the result are not legally qualified documents that must be the summary minutes of polling stations", he underlined.

For these and other reasons, he noted, "also with minutes with non-readable content, and the plenary also concludes its counter-allegations asking the TC not to grant these requests and, as a result, the final results of the elections released by the CNE are validated".

The CNE plenary did not consider this Monday the petition from the Mudei civic movement, but, noted the commissioner of the electoral body, "it will have to be made on a next occasion".

The CNE announced, a week ago, the final results that gave a victory, with an absolute majority, to the Popular Movement for the Liberation of Angola (MPLA), a result contested by UNITA.

The president of the CNE, Manuel Pereira da Silva, proclaimed the Popular Movement for the Liberation of Angola (MPLA) and its candidate, João Lourenço, as winners with 51.17 percent of the votes, followed by UNITA with 43.95 percent.

With these results, the MPLA elected 124 deputies and UNITA elected 90 deputies, almost double the 2017 elections.

The Broad Convergence for the Salvation of Angola - Electoral Coalition (CASA-CE), the APN and P-Njango did not obtain seats in the National Assembly, which in the 2022-2027 legislature will have 220 deputies.
