According to the document consulted by Lusa, the infrastructure will be used for the accommodation, equipping and acquisition of means of work for the public services of the Ministry of Transport and the Regulatory Agency for Cargo and Logistics Certification of Angola (ARCCLA).

The order states that the measure arises from the "impressive need to improve the facilities where the public services of the Ministry of Transport and the institutes and agencies under its supervision operate, given the advanced state of degradation of the infrastructures that house it and in particular of ARCCLA , for not having the infrastructure that can accommodate its services".

ARCCLA emerges from the merger of the extinct National Council of Shippers and the Lobito Corridor Office.

The President authorizes the Minister of Finance, Vera Daves, on behalf of the State, to perform all necessary acts for the execution of the contract, including its signature.

In another order, João Loureço authorizes expenditure and formalizes the opening of a limited tender by prior qualification for the acquisition of consulting services for the preparation of feasibility studies for the Gove-Menongue Transport System.
