President authorizes 63.4 million dollars expenditure to speed up allocation of ID cards

The President has authorized an expenditure of 63.4 million dollars for the purchase of 15 million cards and related supplies to meet the needs of citizens who do not have identity cards.

In a Presidential Order, of the 24th of this month, to which Lusa had access this Thursday, it is stated that the expense is authorized considering that within the scope of the Massification Program of Birth Registration and Attribution of Identity Card, the Angolan State is committed to ensuring the full exercise of citizenship, through the issuance of the identification document to all national citizens, residing in national territory or in the diaspora.

The authorization of this expense is further justified by the "need to adopt a fast and decentralized procedure for contractual decision-making, taking into account the concern of the executive to respond to the needs of citizens who do not have an identity card".

"The expenditure is authorized and the Simplified Contracting procedure is opened for the acquisition of 15,000,000 cards and respective consumables, as well as 500 'kits' for the collection of biometric and biographic data from the company UNIPRIME, with an overall value equivalent in kwanzas to $63,425,000," reads the Presidential Order.

The Massification Program of Birth Registration and Identity Card Assignment already allowed the assignment of more than three million identity cards, between November 2019 and May 2021, announced the Minister of Justice and Human Rights, Francisco Queiroz, in June this year.

In the same period, 3.2 million birth registrations were carried out and 1.7 million identity cards were assigned for the first time, with the minister considering at that time that the program had reached an execution level for birth registration and 27 percent for the issuance of identity cards.

Francisco Queiroz stressed that despite the levels reached, 5,826,788 citizens are still to be registered and 4,562,274 people are still to be identified for the first time.

The President also authorized the expenditure of 84.6 million euros for the electrification of the Dembos Triangle, Bengo province.

The electrification project of the Dembos Triangle, including Nambuangongo, Bengo province, "has secured financing" through Banco Bilbao Vizcaya Argentaria (BBVA).

In another order, the President authorizes the expenditure of $169.2 million for the conclusion of the contract for the elaboration of the study, executive project and construction of the Water Supply System in the city of Saurimo, in Lunda Sul.
