Angola issued 1.7 million identity cards in the last two years

Angola has issued, in the last two years, 1.7 million identity cards and assigned 3.2 million birth records, informed the minister of Justice and Human Rights.

Francisco Queiroz considered that "the "Program for the Massification of the Birth Registration and the Attribution of the Identity Card" started in 2019 is "going well".

According to the minister, the results achieved so far for birth registration represent 36 percent of the goals set for the program, while for the identity card 27 percent.

The minister stressed that the program planned to register 6,044,225 citizens and issue 4,232,814 identity cards, which means that it is 54 percent and 40 percent, respectively, of the target.

"Thus, since the beginning of the program, in November 2019 until May this year, 3,288,285 birth registrations were carried out and 1,710,688 identity cards were assigned for the first time," said Francisco Queiroz.

The government official said that 5,826,788 citizens are yet to be registered and 4,562,274 citizens are to be identified for the first time.

During an observation visit, between April and May, by the technical coordination of the program, to some municipalities in the provinces of Huambo, Cuando Cubango, Bié, Huila, Cunene, Namibe, Benguela and Cuanza Sul, some irregularities were found in the issue of birth registration and identity cards.

The minister of Justice and Human Rights underlined that the program is going well, "despite some flaws in the process and some cyclical constraints, which somehow compromised better results in view of the goals in mind".

"But if we do the evaluation against other results obtained in other programs and even during the previous legislature, we will conclude that this program is going very well," he said.

According to the minister, there are still concerns regarding the theft of equipment, concluding that this work has to be done in cooperation with other institutions that contribute to security and internal order.

One of the recommendations of the meeting is to strengthen human capital (brigade members), punctuality in subsidizing brigade members, acquisition of means such as vehicles, motorcycles and bicycles, as well as advertising material to mobilize citizens to seek identification and attribution services of the identity card.

The program has a budget of 8.1 billion kwanza, for operating expenses, payment of brigade members and acquisition of vehicles.

The minister underlined that despite the financial execution having gone according to plan, the provinces of Huíla, Huambo, Bié, Cuando Cubango, Cunene, Malanje, Uíje and Zaire are "far below" expectations in terms of physical execution.

The provinces of Benguela, with 75 percent, Luanda, with 52 percent and Cuanza Sul, with 52 percent, have a good level of execution of the program.
