Government allows home quarantine but maintains sanitary fence until September

Regarding non-resident foreign citizens, institutional quarantine remains mandatory, according to presidential decree 212/20, consulted by Lusa and published in Diário da República.

The announcement was made by the Minister of State and Chief of Staff of the President of the Republic, Adão Almeida, who presented the measures that will be in effect from this coming Monday, for a period of 30 days.

The country will maintain the sanitary fence until 8 September, but it admits exceptional situations for the return of nationals or resident foreigners, humanitarian aid, official trips, medical emergencies, and the entry into the national territory is subject to a biology test. molecular RT PCR with negative result 72 hours before.

"They were subjected to institutional quarantine, citizens who come to the national territory, but not only. It is time to change the approach to the phenomenon", underlined the minister.

In addition to the pre-shipment test, the entry of Angolans and foreigners resident in Angola is subject to a set of requirements, namely the signing of a term of responsibility, regarding compliance with the rules, namely not leaving home and the existence of conditions for distance among those I can cohabit with.

The home quarantine only ends after the authorities issue discharge, with a negative test, which can be carried out from the seventh day.

The violation of the home quarantine constitutes a crime of disobedience and gives rise to institutional quarantine and the imposition of fines between 150 and 250 thousand kwanzas, said Adão Almeida, encouraging the accusation of non-compliance.

Also citizens with a positive test and without symptoms, who until now were obliged to comply with institutional isolation, are now able to fulfill isolation at home, under certain conditions and as long as they do not have associated comorbidities or cohabit with people considered vulnerable.

Citizens living with positive cases are also subject to home quarantine, maintaining their labor rights during the period of mandatory confinement.
Violation of the law gives rise to fines between 250 and 300 thousand kwanzas.

This measure will be applied in a phased manner, starting on August 15th to citizens who are currently in institutional quarantine.

Citizens subject to home isolation must also sign a term of responsibility.
